labor-management relationships, both as spokesmen of labor and as educators.

We submit as testimony, as an indication of the attitude of State government, the resolution endorsing this bill adopted at the annual conference of the Secretary of Labor for the State commissioners of labor of all the States and Territories, these State commissioners being present at this conference and being responsible, in their actions, to governors of the respective States and governors who appointed them as their representatives at that conference.

They unanimously endorsed the Labor Extension Service bill.
Mr. OWENS. At what meeting was that?

Mr. FERNBACH. That was at the annual conference. I believe this was the fourteenth. The record will show it. The fourteenth annual conference of the United States Secretary of Labor, dealing with problems of labor legislation, both Federal and National.

Mr. OWENS. Do you have a list of who was present there?

Mr. FERNBACH. I am sure that could be obtained from the United States Department of Labor.

Mr. OWENS. Would you get it, so that we can have their opinions right in the record, their statement? Would you get the list of those who were present and the resolution that was passed?

Mr. FERNBACH. I shall attempt to obtain for the committee for the record the resolution and list of those who participated in these deliberations.

Mr. OWENS. Mr. Chairman, I would like to have that presented and admitted so that we can have the statement of those eminent gentlemen right in the record.

RESOLUTION IN SUPPORT OF THE LABOR EXTENSION SERVICE ACT ADOPTED AT FOURTEENTH NATIONAL CONFERENCE ON LABOR LEGISLATION

Whereas The Secretary of Labor's Twelfth and Thirteenth National Conferences on Labor Legislation unanimously endorsed the establishment of a Labor Extension Service Division in the United States Department of Labor through which America's 42,000,000 wage and salary earners would receive instruction and information on vital matters comparable to the service provided American farmers through the Federal agricultural extension service program administered by the United States Department of Agriculture; and,

Whereas under the American democratic system tensions between groups, including those between management and labor, cannot be permanently eliminated by repressive legislation, but must be solved by the widespread dissemination of information and use of the tools of fact and reason as provided by the proposed labor extension service program; and,

Whereas the entire American labor movement has officially endorsed, and is actively supporting, the Labor Extension Act which has been introduced in the Eightieth Congress by Senators Wayne Morse and Elbert D. Thomas (S. 1390) and Congressmen Thor C. Tollefson and Ray J. Madden (H. R. 4078) and hearings on these bills are expected early in 1948; therefore, be it

Resolved, That the Secretary of Labor's Fourteenth National Conference on Labor Legislation reaffirms its support for the establishment of a Labor Extension Service Division in the United States Deparment of Labor as provided by S. 1390 and H. R. 4078; and, be it further

Resolved, That the members of this conference, both as individuals and through organizations, are urged to intensify their efforts in support of the establishment of this vital labor service; and be it further.

Resolved, That this Conference urge that support be given by the organized labor movement to the work of the National Committee for the Extension of Labor Education which serves as a clearing house for labor's interests in this legislation, through active help in securing enactment of this bill and also through financial assistance from unions throughout the country.
