Explanation

This book contains consolidated numerical tables covering Presidential Proclamations, Executive orders, and certain other Presidential documents promulgated during the period March 13, 1936, through December 31, 1965.

This book is a part of the series of Presidential compilations published under Title 3 of the Code of Federal Regulations and designed to cover the text of formal Presidential documents promulgated during the first thirty years of publication under the Federal Register Act. The series includes the following books:

This book is published pursuant to the regulations of the Administrative Committee of the Federal Register (1 CFR ch. I), under the authority contained in the Federal Register Act (49 Stat. 500, as amended; 44 U.S.C. Ch. 15).

Changes in publication practices over the years are partially reflected in the tables. For example, prior to June 1, 1938 there was an official annual binding of the daily Federal Register with its own pagination. The symbol (BV) refers to these early bound volumes. Also the criteria for selecting Presidential documents for publication in the Federal Register in full text varied somewhat from time to time with respect to documents directed to named parties or otherwise of patently limited application. More importantly, the coverage of Presidential documents evolved during the period, largely as a result of Presidential delegations of authority. Almost all exemptions from compulsory retirement left the Presidential series and became departmental or agency documents. Public Land Orders (43 CFR), and Canal Zone Orders (35 CFR) also are prime examples of this evolution.
