THE HEAD OF EAch department is authorized to prescribe regulations, not inconsistent with law, for the government of his department, the conduct of its officers and clerks, the distribution and performance of its business, and the custody, use, and preservation of the records, papers, and property appertaining to it (sec. 161, R. S. 26, Aug. 15, 1876). The regulations in this booklet are based upon the requirements of various laws, Executive orders, and decisions. Founded on more than half a century of experience, they are designed to inform employees of their privileges and responsibilities and to promote efficient service. All employees of the United States Civil Service Commission are asked to familiarize themselves with these regulations, to cooperate in observing them, and to contribute in every possible way to the harmonious dispatch of official business.
