Senator BAYH. Is this Plan Bulldozer to be implemented after the fact, or can it be initiated before the disaster strikes? Could it be part of the State disaster relief plan that we hope each State will adopt so that each community would know in advance, and each contractor would know in advance, that he might be called upon, so that equipment would be available here and there? Mr. BENINTEND. That is specifically our hope and plan. That is really the objective of Plan Bulldozer, that it be organized prior to disaster, and be available when disaster strikes, regardless of what type of disaster, so that local agencies will know what we have available and can offer. Senator BAYH. Fine. I think that is a giant step in the right direction. I would suggest that perhaps the committee staff would see that Governors of the State agencies who are given the responsibility and the authority to start putting these plans together should be made aware of this Plan Bulldozer. Mr. BENINTEND. This plan has been implemented in all 50 States of the United States, as well as the District of Columbia, and there are staff's set up in every State. It has even been taken by the Governor or some public awarding agency in every State that it can be implemented upon immediate notice or call. Senator BAYH. I would like to make sure that it is tied in with the State plans, so that it is more than just on paper. Everyone should know that he might be called on if, God forbid, disaster should strike. Mr. BENINTEND. I feel sure that that is what we intended. Basically, Plan Bulldozer provides a central organization, such as a local AGC chapter or branch, which will maintain a list of the amount and types of equipment, and names of key personnel of participating contractors that would be available on short notice. The participating contractors agree to perform the relief work under the conditions of a preconceived contract. Since the plan operates on a nonprofit basis, it is incumbent upon local government. to return to normal contract procedures as soon as the disaster situation permits. STATUS OF PLAN BULLDOZER At this time, 106 AGC chapters, representing every State and the District of Columbia, have organized Plan Bulldozer. This is indicative of the construction industry's willingness to serve the public by protecting communities and the country in times of natural or manmade disasters. Mr. Chairman, I submit for the record a detailed listing by State and address of all AGC chapters with an organized plan plus those in stages of development, and I think that answers the question that you just asked.
