ELECTRIC POWER RELIABILITY—1969-1970

The subcommittee met at 10 a.m., pursuant to notice in room 2322, Rayburn House Office Building, Hon. Torbert H. Macdonald (chairman of the subcommittee) presiding.

Mr. MACDONALD. The hearing will come to order.

Today the Subcommittee on Communications and Power is beginning hearings on my bill, H.R. 7186 and several others, all of which are intended to promote the reliability, abundance, economy, and efficiency of bulk electric power supplies.

The need for legislation promoting electric power reliability was first made manifest by the massive Northeast power failure which began at 5:16 p.m. on November 9, 1965.

By 5:30 p.m. most of the Northeast United States was darkened and a substantial part of the Province of Ontario, Canada was darkened.

The interruption ranged from a few minutes in some places to as long as 13 hours in some parts of the city of New York. About 80,000 square miles and 30 million people were affected by the failure.

Since that time there have been numerous other power outages. Fortunately none have been as massive as the Northeast power failure. But the threat remains.

On June 5, 1967, power was interrupted on the Pennsylvania-New Jersey-Maryland interconnection (the PJM failure). Electric power was cut off from about 13 million people for periods of from 20 minutes to 10 hours.

From July 1, 1967, to June 30, 1968, there were 88 electric power failures involving failures of 25,000 kilowatts or more which lasted for a quarter of an hour or longer.

During the last Christmas season we had a power failure in my home area, in Greater Boston.

Something has got to be done about this and I believe as fast as possible. These power failures pose a threat to our national welfare and security, to say nothing of a threat to health and welfare of consumers during the time of the failures. True, the electric power industry has begun to form electric power coordinating councils but more than that has to be done.

At the present time I don't regard any of the bills before the subcommittee as a complete answer to the problem but rather as a starting point. I hope that interested parties will not keep telling us why we
