This morning we begin consideration of the 1971 budget estimates for the Department of the Interior and Related Agencies. It is a joy to start another year with Mr. Reifel as the ranking minority member. It is also a joy to have Mr. Wyatt back with us. Other members of the committee are in other hearings and will be with us later in the day. Mr. Secretary, it is a great pleasure to have you and the distinguished members of your staff here this morning. I may say before we start that we had the privilege of having Assistant Secretary Dunn and Commissioner Meacham in my district about 3 weeks ago on the rainiest, stormiest day that could possibly be experienced.
