Foreword

The 1959 Edition of the Manual is the fifth in the series of biennial issues begun in 1951. All have been published by the National Education Association, except the 1951 Edition which was published by the U. S. Government Printing Office. The first two editions (1951 and 1953) were jointly sponsored by the Office of Education and the National Commission on Teacher Education and professional Standards.

The series of manuals was inaugurated as a service to the profession, to provide continuing and upto-date reference, in convenient form, on the detailed procedures and requirements for all teaching positions and certificates issued by the states and territorial jurisdictions of the United States and a list of all colleges and universities approved by the respective state and territorial legal authorities for teacher education, together with the types of accreditation held by each, and the separate programs for which approved. With the 1957 Edition material was added regarding requirements for teaching in territorial and military schools and for exchange teaching and study abroad.

Previous issues of the Manual have reported on 52 states and territorial jurisdictions of the United States, which referred to 48 states and four territories. This Edition will, of course, refer to 52 states, but this will mean 50 states (including Alaska and Hawaii) and two territories (District of Columbia and Puerto Rico). As in previous editions, the term "states" is applied to states and territories.

With each successive edition, new material has been added in an effort to have the volume reflect the complete requirements as well as to furnish additional related information about certification procedures, practices, and trends. The 1959 Edition contains additional tables, requirements for additional teaching fields, a glossary of terms used in the Manual, and a bibliography.

All data and requirements contained herein, as with previous editions, have been provided by the respective state certification directors. Moreover, after compilation they have been checked and verified by these officers and are believed to be accurate. The authors have found, however, that it is extremely difficult, if not impossible, to avoid some minor errors and inconsistencies. Generally, these result from the rapid change of requirements from state to state, to confusion in terminology, and the authors' misinterpretation of data or replies furnished. As with preceding editions of the Manual, this volume has been made possible by the assistance and co-operation of the state certification directors, and the authors acknowledge their indebtedness to them. Appreciation is expressed to members of the NCTEPS staff who contributed to the compiling and publication of this edition-Guy A. Curry, Jr., Vivian S. Thompson, Edna N. Frady, and Geraldine E. Pershing- and to Harriet Stern of the NCATE staff.
