LETTER OF TRANSMITTAL

DEAR SENATOR REYNOLDS: In view of the great wealth of recommendations that have been submitted to your War Contracts Subcommittee on the subject of surplus property legislation, and in view of the great demand for this material on the part of Members of Congress and the general public, I am hereby submitting to the committee a compilation of the various recommendations that we have received. This summary includes the following material:

I. Excerpts from subcommittee hearings on mobilization and demobilization problems, April 4 through May 5, 1944. II. Special memorandum from Department of Justice on necessity for legislation.

III. Recommendations from Federal agencies.

(A) Tentative draft of bill submitted for discussion purposes by Will Clayton, Surplus Property Administrator, on June 2, 1944.

(B) General recommendations submitted in reply to request from Senator Murray.

IV. Federal agency reports on bills before subcommittee.

It is our hope that legislation on this subject can be reported to the full committee in time for formal action by both Houses of Congress before the end of this session.
