Washington, D.C. The subcommittee met, pursuant to notice, at 9:55 a.m., in room 1324, Longworth House Office Building, Hon. Harold T. Johnson (chairman of the subcommittee) presiding.

Mr. JOHNSON. The Subcommittee on Irrigation and Reclamation will come to order.

The purpose of our hearing this morning is to take testimony from the Department and other witnesses concerning a number of bills that are before the subcommittee at the present time.

We have under discussion this morning H.R. 5333, to authorize appropriations for the saline water conversion program for 1972, and for other purposes, and an identical bill, H.R. 5503, by Mr. Hosmer and a number of coauthors.

We also have H.R. 5334, by Chairman Aspinall and myself, to authorize the Secretary of the Interior to continue a program of research, development, and demonstration of processes for the conversion of saline and other chemically contaminated water for beneficial use and for the treatment of saline and other chemically contaminated waste water to maintain or improve the quality of the natural waters, and for other purposes.

We also have H.R. 7366, which was sent to us by the Department through an executive communication. It was introduced by Chairman Aspinall and a number of sponsors.

The two principal bills will be H.R. 5333 and H.R. 5334.

I would ask that these two bills be placed in the record at this point, with proper reference made to the other bills that I mentioned in my remarks.

To authorize appropriations for the saline water conversion program for fiscal year 1972, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That there is authorized to be appropriated to carry out 4 the provisions of the Saline Water Conversion Act (66 Stat. 5 328), as amended (42 U.S.C. 1951 et seq.), during fiscal 6 year 1972 the sum of $27,025,000 to remain available until 7 expended as follows:

(1) Research and development operating expenses not more than $15,675,000: Provided, That notwithstanding the provisions of section 8 of the Saline Water Conversion Act (66 Stat. 328), as amended (42

U.S.C. 1958), such funds may be obligated for the procurement of research services through contract with institutions or individuals in foreign countries;

(2) Design, construction, acquistion, modification, operation, and maintenance of saline water conversion

test beds and test facilities, not more than $7,385,000; (3) Design, construction, acquisition, modification, operation and maintenance of saline water conversion modules, not more than $1,425,000; and

(4) Administration and coordination, not more than $2,540,000.

12 Expenditures and obligations under any of such items, may 13 be increased by not more than 10 per centum, except item 14 (4) which may be increased 2 per centum, if such increase 15 is accompanied by an equal decrease in expenditures and ob16 ligations under one or more of the other items.
