This pamphlet was prepared for the use of the Department of Economics, Government, and History, U. S. M. A., West Point, N. Y., in connection with the course of the First Class in Resources for War of the Great Powers.

All factual material is the latest completely available, that for the year 1938 unless otherwise noted. The student is cautioned that the dynamic nature of this problem necessitates constant revision both as to the statistics themselves and the inferences to be drawn from them. Current information on this subject may be found in the Materials Section, Resources Division, Services of Supply.
