(b) The costs of administration for which funds may be used include, to the extent that they are attributable to the State administration of reimbursable programs of vocational education: (1) Salaries of administrative staff, both professional and clerical, (2) Communication, (3) Supplies, (4) Printing, (5) Rental of space, light, heat, and janitor service, if the space used is not publicly owned and suitable space is not available in publicly owned buildings, (6) Employer's contributions to retirement, workmen's compensation, and other welfare funds maintained for one or more general classes of employees of the State agency, and (7) The cost of travel, research, and other costs as provided in the following sections.

(3) Plan C. A program covering one school year providing an average of at least one regular class period a day of vocational instruction in distribution taught by a qualified teacher coordinator. Instruction in these classes shall be conducted on a cooperative basis enrolling: (i) Those who have completed one year preparatory instruction in distributive subjects taught by a qualified teacher coordinator, (ii) those who have completed at least two years of instruction in a vocational program approved under the State plan, or (iii) those who have completed at least two years of occupationally oriented subjects which have a direct application to a distributive occupation, provided the State plan sets forth the qualifications of the teacher and the nature and sequence of the subjects. Distributive funds may be used only for the year in which the vocational instruction in distribution is on a cooperative basis.

(c) The Department of Health, Education, and Welfare Appropriation Acts, 1960 (73 Stat. 339, 346), 1961 (74 Stat. 755, 762), and 1962 (75 Stat. 589, 596), provide that no part of the funds appropriated for "Defense Educational Activities" shall be available for the purchase of science, mathematics, or modern language teaching equipment, or equipment suitable for use for teaching in such fields of education, which can be identified as originating in or having been exported from a Communist country, unless such equipment is unavailable from any other source. This prohibition applies to expenditures with respect to which Federal participation
