The subcommittee met, pursuant to notice, at 10:30 a.m. in Room 1310, Longworth House Office Building, Hon. Andrew Jacobs, Jr. presiding.

Present: Representatives Jacobs (presiding), Fuqua, Broyhill, and Gude.

Mr. JACOBS. This hearing concerns H. R. 19842, a bill introduced by the gentleman from Virginia, Mr. Broyhill, to amend the District of Columbia Public Space Utilization Act to provide for the proper disposition of a certain portion of land located along the Potomac River shore.

A BILL To amend the District of Columbia Public Space Utilization Act to provide for the proper disposition of a certain portion of land located along the Potomac River shore

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the District of Columbia Public Space Utilization Act is amended by adding at the end thereof the following new section:

"SEC. 15. (a) All right, title, and interest of the United States in and to that portion of land located along the Potomac River described in subsection (b) of this section is hereby ceded to the city of Alexandria, in the State of Virginia. "(b) The land ceded and granted is adjacent to the shoreline of the Potomac River at Alexandria, Virginia, bounded on the west by the mean high water mark as it existed on January 24, 1791, and a boundary line beginning at the center of Second Street as now located, at its point of intersection with the mean high water mark as it existed on January 24, 1791, on the Virginia side of the Potomac River, thence to the established bulkhead line, at its closest point to the northerly end of the Alexandria pierhead line as described in section 101 of the Act of October 31, 1945, which established the boundary line of the District of Columbia and the Commonwealth of Virginia (ch. 443, title I, 59 Stat. 552), thence in a southerly direction along the said bulkhead line to its intersection with the extension of the centerline of Gibson Street as now located, thence in a westerly direction along the said centerline of said Gibson Street to the aforesaid January 24, 1791, high water mark line.
