Program summary

Authorization is requested for—

(1) The performance of certain construction summarized hereafter; and (2) The appropriation of $734,343,000:

(a) to fund this construction; and

(b) to fund partially certain other functions, already authorized in existing legislation.

A summary of the funding program for fiscal year 1964 follows:

This program provides for land acquisition, site preparation, design, construction, and initial outfitting with fixtures and integral equipment of new family housing units and associated facilities such as roads, driveways, walks, utility systems, and community facilities.

Program summary

Authorization is requested for—

(1) Construction of 9,151 units of family housing in section 501 (a), title V, military construction authorization bill, (S. 1101); and

(2) Appropriation of $217 million (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) to fund the above units and 2,949 units which were authorized in prior years but not funded in fiscal year 1963.

A summary of the funding program for fiscal year 1964 follows:

This program provides for land acquisition, site preparation, design, and construction of trailer spaces, and associated utility connections and facilities, for the parking of trailers owned by members of the armed services. Also included this year are one-time costs of shipment, repair, and installation of Governmentowned trailers from Morocco to other oversea locations.

Authorization is requested for

(1) Construction of 1,539 trailer spaces (sec. 501 (b), title V, military construction authorization bill, S. 1101); and

(2) Appropriation of $2,543,000 to fund these trailer spaces (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101). A summary of the funding program for fiscal year 1964 follows:

This program provides for the acquisition of sponsors' equities in Wherry housing and related facilities by purchase, donation, condemnation, or other means of transfer.

Program summary

Authorization is requested for appropriation of $2,590,000 (included in sec. 602(5), title VI, military construction authorization bill, S. 1101) to finance the final acquisitions under this program.

Authority to acquire Wherry housing was conferred on the Secretary of Defense by section 404 of the Housing Amendments of 1955 (69 Stat. 652) as amended by section 512 of the Housing Act of 1956 (70 Stat. 1111). A summary of the funding program for fiscal year 1964 follows:

This program provides for the alteration, improvement, rehabilitation, and repair of acquired Wherry housing necessary to bring that housing up to public quarters standards.

Authorization is requested for appropriation of $6,810,000 (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) to perform this work.

Purpose and scope

This program provides for alterations, additions, expansions, or extensions to existing public quarters when such work cannot be authorized within the limitations of 10 U.S.C. 2674.

Program summary

Authorization is requested for

(1) Various improvements to 8,974 units of existing public quarters in section 504, title V, military construction authorization bill, S. 1101; and (2) Appropriation of $10,771,000 to fund these improvements (included in sec. 602(5), title VI, military construction authorization bill, S. 1101). A summary of the funding program for fiscal year 1964 follows:

This program provides for the necessary improvements to those substandard units capable of being improved to standards of adequacy as public quarters. This particular phase of the housing program will be completed by fiscal year 1965.

Program summary

Authorization is requested for appropriation of $4,520,000 (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) to fund these improvements.

Authority to perform such improvements is contained in section 407, Public Law 85-241, as amended, and expires on June 30, 1965.

This program provides for unforeseen minor alterations, additions, expansions, extensions, or replacements to family housing units authorized by 10 U.S.C. 2674. Program summary

Authorization is requested for appropriation of $3,509,000 (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) to fund this minor construction.

A summary of the funding program for fiscal year 1964 follows:

This program provides for preliminary studies for the development of additional family housing facilities, studies for site adaptation and determination of type and design of units; and working drawings, specifications and estimates, project planning reports and final design drawings of family housing construction projects. Amounts programed here are estimates of that needed to provide for such effort on proposed projects which subsequently may not be included in approved construction programs. This procedure is necessary to permit expeditious award of construction contracts.

Authorization is requested for appropriation of $1 million (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) to fund this planning.

This program provides for payments to private sponsors of housing in foreign countries when occupancy of the housing by Defense personnel falls below agreed guaranteed percentages.

Program summary

Authorization is requested for appropriation of $1,200,000 (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101) for such payments. Of this amount, $700,000 is programed for payment to sponsors where guaranteed occupancy may not be met, and $500,000 for the fiscal year 1964 increment on housing in Morocco which is expected to be vacated during that year. Rental guarantee payments are authorized in 66 Stat. 622.

A summary of the funding program for fiscal year 1964 follows:

This program provides for utilities and other services; initial outfitting, maintenance, repair and replacement of authorized furniture and other personal property; maintenance, repair, and replacement of equipment; and administrative and support services; all as related to family housing.

Program summary

Authorization is requested for appropriation of $169,715,000 (included in sec. 602 (5), title VI, military construction authorization bill, S. 1101). This amount, together with an estimated reimbursement of $4,475,000 derived from Defense housing rentals and utility and service charges permitted by law (70 Stat. 1105) to be used for operations, will completely fund the fiscal year 1964 program of $174,190,000.
