ministration" the following: "or in a State home (including the United States Soldiers' Home in the District of Columbia and the Naval Home in Philadelphia, Pennsylvania)"; and (2) by adding at the end thereof the following: “The provisions of the preceding sentence which provide for reduction of pension payable to veterans who are in a State home shall apply with respect to pension payable by reason of section 9 of the Veterans' Pension Act of 1959."

A BILL To amend title 38, United States Code, to provide that pension for non-service-connected disability or death, or for age, shall not be paid under laws administered by the Veterans' Administration to any alien who is not a resident of the United States

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subchapter I of chapter 15, title 38, United States Code, is amended by adding at the end thereof the following new section:

"§ 507. Aliens

"(a) No alien shall be paid pension with respect to any month unless during some part of that month he was a resident of a State.

"(b) Where any person is not entitled to pension solely by reason of subsection (a), the Administrator may, subject to subsection (a), apportion and pay to the wife or children of such person the pension to which such person would be entitled but for subsection (a); however, no such dependent may receive a greater amount under an apportionment made under this section than he would receive as pension if such person were dead.”

SEC. 2. The table of sections of subchapter I, chapter 15, title 38, United States Code, is amended by adding at the end thereof the following:

"507. Aliens."

SEC. 3. The amendments made by this Act shall take effect on the first day of the second calendar month which begins after the date of its enactment.

A BILL To amend section 3203 (f) of title 38, United States Code, to provide that pension based upon the need of regular aid and attendance shall be reduced upon hospitalization at Government expense under the same terms and conditions as apply to receiving such hospitalization while receiving an allowance for aid and attendance under section 314 (r) of title 38, United States Code

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3203 (f) of title 38, United States Code, is amended to read as follows:

"(f) Where any veteran in receipt of an aid and attendance allowance described in section 314(r) of this title, or pension at the rate prescribed for veterans in need of regular aid and attendance, is hospitalized at Government expense, such allowance or rate of pension based upon need of regular aid and attendance shall be discontinued from the first day of the second calendar month which begins after the date of his admission for such hospitalization for so long as such hospitalization continues. In case a veteran covered by this subsection leaves a hospital against medical advice and is thereafter readmitted to hospitalization, such allowance or pension at a rate based upon need of regular aid and attendance shall be discontinued from the date of such readmission for so long as such hospitalization continues."

SEC. 2. The amendment made by this Act shall apply with respect to pension based upon need of regular aid and attendance only in the case of veterans admitted for hospitalization after the first day of the second calendar month which begins after the date of enactment of this Act.

A BILL To amend section 523(b), chapter 15, of title 38, United States Code, to enable certain permanently and totally disabled veterans to receive the full rate of disability compensation found payable for their wartime service-connected disabilities, and also a proportionate amount of disability pension under a specified formula

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 523 (b) of chapter 15, title 38, United States Code, be amended by deleting the period at the end of that subparagraph and adding the following language: “except that where the compensation rating is 10 per centum or more, but not in excess of 90 per centum, the Administrator shall award him the full amount of disability compensation payable, and in addition, a proportionate share of the total pension otherwise in order as determined under the following formula: Deduct from 100 per centum the compensation rating evaluation, the result representing the percentage of pension payable in the case."

A BILL To extend certain benefits to persons who served in the Armed Forces of the United States in Mexico or on its borders during the period beginning May 9, 1916, and ending April 6, 1917, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That all the privileges, rights, and benefits granted to persons who served in the military or naval service during World War I are hereby granted, subject to the same terms and conditions, to members of the Armed Forces of the United States, who, during the period beginning May 9, 1916, and ending April 6, 1917, served ninety days or more (1) in Mexico, (2) on the borders of Mexico, (3) in the waters adjacent to Mexico, or in any combination of the foregoing, and who were honorably discharged from such Armed Forces.

SEC. 2. Unremarried widows and dependent children of such members of the Armed Forces of the United States are hereby granted, subject to the same terms and conditions, all of the privileges, rights and benefits granted to unremarried widows and dependent children of persons who served in the military or naval service during World War I.

SEC. 3. For the purposes of this Act, the term "Members of the Armed Forces of the United States" shall include members of the Regular Army, Navy, and Marine Corps and persons who (1) answered the call of the President of May 9, 1916, or June 18, 1916, and were accepted for Federal service, or (2) enlisted and were accepted for active service in the federalized units of the National Guard pursuant to either of the above calls.

SEC. 4. This Act shall take effect on the date of its enactment, and no monetary benefit shall accrue prior to the date of enactment of this Act by reason of its enactment.

A BILL To extend veteran benefits to persons serving in the Armed Forces between November 12, 1918, and July 2, 1921

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in addition to persons entitled to compensation, pension, and other benefits under the provisions of Public Law Numbered 242, Sixty-eighth Congress, as amended: Public Law Numbered 2, Seventy-third Congress, as amended; Public Law Numbered 141, Seventythird Congress, as amended; and regulations issued pursuant to said laws, as amended; those persons recognized as members of the United States military occupational forces serving in Europe between November 12, 1918, and July 2, 1921, shall be and are hereby defined as veterans of World War I and are and shall be included within the provisions of the aforesaid Acts and regulations, as amended, in the same manner and to the same extent as the provisions are now or may hereafter be applied to veterans of any wars as specified therein, which is a reestablishment and reinstatement of veteran status previously enjoyed, and which should never have been removed, by virtue of the services rendered.

A BILL To amend title 38, United States Code, to provide for the payment of pensions to veterans of World War I

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "World War I Pension Act of 1960".

SEC. 2. Chapter 15 of title 38, United States Code, is amended by inserting immediately below section 512 thereof the following new section:

"$513. Veterans of World War I

"(a) The Administrator shall pay to each veteran of World War I who meets the service requirements of this section a pension at the monthly rate of $100. "(b) For the purposes of this section

"(1) The term 'veteran' means an individual who served in the active military, naval, or air service and who was discharged or released therefrom under conditions other than dishonorable.

(2) The term 'World War I' (A) means the period beginning on April 6, 1917, and ending on November 11, 1918, (B) in the case of any veteran who served with the United States military forces in Russia, means the period beginning on April 6, 1917, and ending on April 1, 1920, and (C) includes, in the case of any veteran, any period of service performed by him after November 11, 1918, and before July 2, 1921, if such veteran served in the active military, naval, or air service after April 5, 1917, and before November 12, 1918.

"(c) Pension shall be paid to a veteran under this section without regard to his annual income, whether derived from payments of social security benefits, railroad retirement benefits, pensions, annuities, or otherwise.

"(d) A veteran meets the service requirements of this section if he served in the active military, naval, or air service

"(1) for ninety days or more during World War I;

"(2) during World War I and was discharged or released from such service for a service-connected disability; or

"(3) for a period of ninety consecutive days or more and such period ended during World War I."

SEC. 3. The analysis of chapter 15 of title 38, United States Code, is amended by inserting immediately below

"512. Spanish-American War veterans."

A BILL To amend part B of title IV of the Veterans' Benefits Act of 1957 to grant a pension of $100 per month to all veterans of World War I who are sixty years of age or older

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) subpart I of part B of title IV of the Veterans' Benefits Act of 1957 is amended by adding immediately after section 412 the following:

"WORLD WAR I VETERANS

"SEC. 413. The Administrator shall pay to each veteran of World War I who has attained the age of sixty years a pension at the monthly rate of $100. Pension payable under this section shall be payable in addition to any other pension, compensation, or retirement pay payable to such veterans."

(b) The Table of Contents in the first section of the Veterans' Benefits Act of 1957 is amended by inserting immediately below

"Sec. 412. Spanish-American War veterans."

"Sec. 413. World War I veterans."

SEC. 2. This Act shall take effect as of the first day of the second calendar month which begins after the date of its enactment.

A BILL To amend section 503 of title 38 of the United States Code to provide that, for purposes of determining the annual income of an individual eligible for pension, payments of State bonus for military service shall be excluded

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 503 of title 38 of the United States Code is amended by striking out the period at the end of paragraph (8) and inserting in lieu thereof a semicolon, and by adding after paragraph (8) the following new paragraph:

"(9) payments of bonus or similar cash gratuity by any State based on service in the Armed Forces."

A BILL To grant a pension of $100 per month to all honorably discharged veterans of World War I who are over sixty-two years of age

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That any person who served in the active military or naval service of the United States during World War I (as that war is delimited in Veterans Regulation Numbered 10), who was honorably discharged from such service, and who has attained the age of sixty-two years shall be entitled to receive a pension of $100 per month.

SEC. 2. The original award of a pension to any person under this Act shall be effective from the date of application therefor or the first day of the second month which follows the month in which this Act was enacted, whichever is later.

SEC. 3. The pension to which a person is entitled under this Act shall be in addition to any compensation to which such person may be entitled for serviceconnected disability.

SEC. 4. The penal provisions contained in title I of the Act entitled "An Act to maintain the credit of the United States Government", approved March 20. 1933, as amended (38 U.S.C., secs. 712-715), shall apply to this Act.

SEC. 5. The Administrator of Veterans' Affairs is authorized to prescribe regulations to carry out this Act.

A BILL To amend chapter 15 of title 38, United States Code, to revise the pension program for World War I, and World War II, and Korean conflict veterans, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) paragraph (6) of section 503 of title 38, United States Code, is amended by striking out "his contributions thereto" and inserting in lieu thereof "10 per centum of the amount thereof”.

(b) Such section 503 is further amended by striking out the period at the end of paragraph (8) and inserting in lieu thereof a semicolon, and by inserting immediately below such paragraph (8) the following:

"(9) amount equal to amounts paid by a veterans for the expenses of burial of his spouse or child to the extent such expenses are not reimbursed under chapter 23 of this title;

"(10) profit realized from disposition of real or personal property;

"(11) in the case of a veteran who has attained the age of sixty-five years, all amounts paid by the veteran (or by his spouse out of unearned income) for medical, dental, or hospital expenses of the veteran, his spouse, or his children."

SEC. 2. (a) Section 521 (d) of title 38, United States Code, is amended by striking out "$70” and inserting in lieu thereof "$75".

(b) Section 521 (e) (1) of title 38, United States Code, is amended by striking out "all income of the spouse which is reasonably available to or for the veteran except $1,200 of such income" and inserting in lieu thereof "all unearned income of the spouse which is reasonably available to or for the veterans".
