Dr. CARY. Both Mr. McGuiness and Mr. Arnold are approaching their retirements. Within 5 years both will have retired. Nevertheless, that job calls for that type of salary they are getting. It is unfortunate that they are criticized for their retired status. They fought in three wars. Senator COTTON. Army personnel get their pay and go into other jobs. OUTSIDE AGENCY REVIEW Senator HOLLINGS. They do and people complain. What outside agency would make an overall review like that? Dr. CARY. Maybe one of the university nursing schools at Georgetown University or George Washington University could review to see if the salary is compensatory for the type of work they do. Senator HOLLINGS. Would they know about physicians assistants? Dr. CARY. I don't know. We are in a unique position in all the world. No other agency is dealing with Members of Congress. Senator COTTON. Being old and decrepit, I have had considerable contact with this office and they are very able guys. Dr. CARY. If you're in South Carolina or New Hampshire and you want to know about your record, they know who to call and get the information for you readily. I'm sure they can be replaced but it would take considerable months or years to train someone to get the knowledge. It really is unique. CHANGES IN SALARIES Senator HOLLINGS. Admiral Cary, you have reviewed the situation and are there any personnel at all whose pay you recommend to be increased? Dr. CARY. No, sir. Senator HOLLINGS. Decreased? Dr. CARY. One of the males that retired said he would take a cut in salary. Senator HOLLINGS. Is that a good suggestion? Dr. CARY. I don't know. Senator HOLLINGS. You are not recommending it to this committee.
