MAKEUP OF SPENDING PATTERN UNDER 6-MONTH APPROPRIATION

Senator BIBLE. The House authorization, as I understand it, deletes 10 supergrade positions carried in the Senate bill?

Mr. HALL. That's correct.

Senator BIBLE. Your revised estimates to conform with the House authorization bill provide one-half the State grants for fiscal 1973. Are your other activities reduced by the same margin? What activities would be curtailed more than one-half your original estimates?

Mr. HALL. No, they are not, sir. There are certain things that we can't cut in half. For example, if I may, I will run through very quickly the figures that we submitted for the record, how we would spend the $3.356 million. Grants to the States would be $1.2 million. Operating our State coordination program, including regional offices, personnel, and related travel, would be $202,000. Funding of all the various committees, the Commission advisory panels, including contract money, the staff support, the travel, would be $868,000. Exhibits and historical commemorative and information materials, $150,000. Competition, commissions, and awards, $95,000. Bicentennial Calendar and computerized clearinghouse information service, $100,000. Other functions as far as personnel staff and communications, administration, finance, legal, and the rental of office space, equipment, telephone, purchase of office supplies, and general maintenance, $741,000 for a total of $3,356,000.

We were unable to cut our personnel in half. We already have onboard 74. Obviously we could not cut that in half. Certain features such as computerization service and Bicentennial Master Calendar, we can't contract for half of that service. We have to contract for the full amount which is that same figure of $100,000.

We did cut back in certain areas of the operations such as the State coordination and the regional offices. We deferred travel, we deferred obligations for exhibits and historical materials, informational materials; wherever we could find an area that we could postpone, delay, or cut back to come up with the ability to live within the $3.356 million. Senator BIBLE. How many consultants are you now employing? Mr. HALL. Three.

Senator BIBLE. At a cost of what?

Mr. HALL. For the period since July 1 through October 1, a total pay to the three consultants has amounted to $17,090. They are used only periodically.

Senator BIBLE. In 1973 you anticipated receiving some $550,000 in gifts and donations. This compares with about one-quarter million dollars in donated furnishings, and about $10,000 in cash donations you testified previously that you received in 1972. What are the type and value of gifts and donations received so far in fiscal 1973?

Mr. HALL. Practically none, sir.

Senator BIBLE. You haven't received any in the first 3 months of fiscal year 1973?

Mr. HALL. That's correct. We felt we would be solidly in business in July. We had hoped we would be able to add staff in the Department of Finance and Administration with professional talents that could assist us in soliciting contributions, donations and manage fund raising programs.

Senator BIBLE. When you finally get all your problems worked out and get complete authorization and get funding, will you anticipate receiving $550,000 in gifts and donations during any fiscal year? Do you think that is a realistic estimate?

Mr. HALL. Yes. We felt our momentum would at least double the amount contributed in the prior year. This is a reasonable estimate. Senator BIBLE. You testified previously that three States did not have bicentennial commissions. What is the situation now?

Mr. HALL. All States have bicentennial commissions.

Senator BIBLE. You earlier stated that you plan to open four more regional offices. Where will they be located?

Mr. HALL. Based on the program priorities and activities, we are leaning toward Dallas, Denver, San Francisco. The location of the other office is being evaluated now in light of the most pressing program initiatives. The three I have mentioned will be opened. The fourth is to be announced after further evaluation.

IMPLEMENTATION OF MASTER CALENDAR

Senator BIBLE. Where are the existing regional offices?
Mr. HALL. Atlanta, Boston and Chicago.

Senator BIBLE. What is involved in implementing the bicentennial master calendar which is mentioned in your statement? Mr. HALL. I can submit material for the record.
