ECONOMIC OPPORTUNITY PROGRAM

For expenses necessary to carry out the provisions of the Economic Opportunity Act of 1964 (Public Law 88–452, approved August 20, 1964), as amended $760,200,000, plus reimbursements: Provided, That this appropriation shall be available for the purchase and hire of passenger motor vehicles; and for construction, alteration, and repair of buildings and other facilities, as authorized by section 602 of the Economic Opportunity Act of 1964: Provided further, That no part of the funds appropriated in this paragraph shall be available for any grant until the Director has determined that the grantee is qualified to administer the funds and programs involved in the proposed grant: Provided further, That all grant agreements shall provide that the General Accounting Office shall have access to the records of the grantee which bear exclusively upon the Federal grant.

2/ The Enrolled Bill resulting from Conference Action includes minimum reservations of $328,900,000 for Local Initiative and $71,500,000 for Legal Services, and mandatory earmarks of $30,000,000 for Emergency Food and $18,000,000 for Alcoholic Counseling.
