The foregoing ten Safely Fund Banks, I find with a debt tolerably aclive, and with abundant ability to meet all their engagements, with one exception, the Essex Bank. This Bank having made large loans to citizens out of ihe state, which have become suspended debts, it is out of the power of that Bank, at present, to meet its engagements, and considering it my duty to do so, I have applied to one of the chancellors to cite the officers of that Bank to show cause why an injunction should pot issue, and a receiver be appointed to close up its concerns. All of which, is Respectfully submitted.
