AGREEABLY to the provisions of the constitution, the Senate of the State of Vermont convened at the State House in Montpelier, on the second Thursday of October,-being the tenth day of the month,-in the year of our Lord, one thousand eight hundred and thirty-nine.

The above named Senators were duly sworn.

Mr. McMillan moved that Mr. Sidney S. Hemenway, the Senator from the county of Orleans, be admitted to his seat without producing his credentials; and the question being taken thereon, was decided in the affirmative, and Mr. HEMENWAY was duly sworn and took his seat.

On the nomination of the President, a committee was appointed to canvass the votes for Governor, Lieutenant Governor and Treasurer for the year ensuing, consisting of the following Senators:

Mr. Hoyt, Mr. Chandler, Mr. Pierpoint, Mr. Tracy, Mr. Simonds, Mr. Cobb, Mr. Marsh, Mr. Curtis, Mr. Foster, Mr. Adams, Mr. McMillan, Mr. Hemenway, and Mr. Holmes, who were duly sworn.

On motion of Mr. Lawrence,

Ordered, That the Senate proceed to the election of a Secretary and an Assistant Secretary of the Senate for the year ensuing.

The ballots having been, successively, taken and examined, Norman Williams was elected Secretary, and William Weston, Assistant Secretary, and they were duly sworn.

On motion of Mr. Kittredge, the Senate proceeded to the election of a Chaplain for the present session.

The ballots having been taken and examined, Rev. Buel W. Smith was elected.

The President communicated the petition of seventy-six voters and thirty-nine women, inhabitants of Derby, praying for the passage of an act to prohibit the sale of intoxicating liquors in this state.

Which was laid or the table.

Mr. Converse introduced the following resolution :

Resolved, by the Senate and House of Representatives, That the members of both houses meet in county conventions on Friday next, at three o'clock in the afternoon, for the purpose of making nominations of county officers, and that both houses meet in joint assembly on Satur day next, at ten o'clock in the forenoon, to elect such officers.

Which was read and passed.

On motion of Mr. Chandler,

Ordered, That His Excellency, the Governor, be informed that the Senate is assembled, and ready to receive any communications he may please to make.

Mr. Chandler was appointed to perform this service.

On motion of Mr. Pierpoint,

Ordered, That a Senator from the county of Lamoille be added to the committee appointed to canvass the votes for Governor, Lieutenant Governor and Treasurer.

And, thereupon, Mr. Waterman was nominated by the President and appointed by the Senate, a member of said committee, and he was duly

sworn.

A message from the House of Representatives, by Mr. Hodges, a member:

MR. PRESIDENT: A quorum of the House of Representatives have assembled, and the House is organized by the election of Carlos Coolidge, Speaker, and Ferrand F. Merril, Clerk, pro tempore.

Mr. Lawrence introduced the following resolution:

Resolved, That the Secretary of the Senate be requested to furnish one daily paper published in Montpelier, to the President and each member and Secretaries of the Senate, such as each may designate, during the session of the legislature.

Which was read and passed.

On motion of Mr. Noble,

Ordered, That when the Senate adjourns, it adjourn to three o'clock this afternoon.

On motion of Mr. Cobb,

Ordered, That the committee on rules be now appointed.

The ballots having been taken and examined for a Committee on Rules, Mr. Pierpoint, Mr. Cobb and Mr. Converse were appointed.

Mr. Cobb introduced the following resolution:

Resolved, by the Senate and House of Representatives, That the Secretary of the Senate and Clerk of the House of Representatives, procure to be published, for the use of the members of the General Assembly, six hundred copies of the Legislative Directory, with the joint rules, and the rules of both houses.

Which was read and passed.

On motion of Mr. Converse,

Ordered, That the committee on bills be appointed by the chair.

On motion of Mr. Foster,

The Senate adjourned.

AFTERNOON.

Hon. Lebbeus Edgerton, a Senator from the county of Orange, appeared, and was sworn and took his seat.

A message from the House of Representatives by Mr. Merrill, theit clerk:

MR. PRESIDENT: The House have passed a resolution for a joint assembly, for the purpose of receiving the report of the canvassing committee.

They have also passed a resolution relating to the Windsor and Essex Banks, in which they ask the concurrence of the Senate.

The resolution for a joint committee was taken up, and is as follows: Rosolved, the Senate concurring, That both houses meet in joint assembly at four o'clock this afternoon, for the purpose of receiving the report of the canvassing committee.

Which being read,

Resolved, To concur in passing said resolution.

The said resolution from the House of Representatives, relating to the Windsor and Essex Banks, is as follows:
