3. REPORT FROM THE DEPARTMENT OF STATE

Due to the pressure of time during the closing days of the Congress the committee was unable to secure reports from the interested departments of the executive branch before considering the resolution. Following the committee's action, however, the Department of State submitted its report which is printed in full for the information of the Senate.

MY DEAR SENATOR VANDENBERG: I refer to your letter of June 14, 1948, transmitting for the comment of the Department of State a copy of Senate Concurrent Resolution 59, relative to negotiations with the Canadian Government concerning the construction of railroads in Alaska and the establishment of reciprocal tariff and immigration arrangements.

It is noted that the proposed resolution requests the President to commence negotiations with the Canadian Government for the construction of a railroad from British Columbia to Alaska and for the establishment of reciprocal tariff and immigration arrangements. The Department of State is therefore interested in the matter and would of course be prepared to assist as much as possible in such negotiations. However, the Department feels bound to point out that the negotiations would be likely to succeed only if they were based upon specific and concrete proposals to the Canadian Government. The Department is of the opinion that until it has been determined by the National Military Establishment, the Department of the Interior, and other interested agencies that the construction of a railroad from British Columbia to Alaska is required in the interest of national security or from the point of view of the economic development of Alaska, and until definite proposals have been made concerning financing, construction, operation, and related problems, the passage of Senate Concurrent Resolution 59 would be premature. Premature action in connection with possible negotia tions might give rise to misunderstanding in Canada and thereby prejudice the enterprise rather than further it.

Because of time limitations this letter has not been cleared with the Bureau of the Budget, to which copies are being sent.

the committee that these services of Mrs. Hasse
were performed in the preparation of an Index
Digest of the 84 volumes of hearings and mono-
graphs published by the committee, the sales of
which by the Superintendent of Documents have
produced revenue__amounting to approximately
$80,000. The TNEC expired by operation of law
before the work had been completed. Mrs. Hasse
received compensation in the amount of $1,015 on
the salary rolls of Senator O'Mahoney from May 13,
1945, to August 31, 1945. The unexpended funds
of the TNEC reverted to the Treasury after the
expiration of the law and there has been no fund
from which the additional compensation could be
paid.
