The Committee on the District of Columbia, to whom was referred e bill (H. R. 6598) to amend section 2 of the act entitled "An Act provide for insanity proceedings in the District of Columbia," proved August 9, 1939, having considered the same, report favorably ereon without amendment and recommend that the bill do pass. The purpose of this bill is to eliminate the necessity of having mental tients admitted to, and examined in, two hospitals, as required by esent law. At the present time these patients are committed mporarily to Gallinger Municipal Hospital for observation and if ey need extended treatment they are transferred to St. Elizabeths ospital for the Insane, where they are again examined. This duplition of admission and subsequent examination in two hospitalsich the medical authorities state is very disturbing to the patientsuld be eliminated by having the patient admitted in the first innce to St. Elizabeths Hospital, where the same steps are taken to termine sanity preliminary to permanent commitment or discharge, the case may be, as would have been taken at Gallinger Hospital. The bill has been recommended favorably by Federal and District spital authorities, including the Superintendent of St. Elizabeths spital, and the District Commissioners.

The Committee on the District of Columbia, to whom was referred he bill (H. R. 4635) to amend section 11 of an act entitled "An act o regulate barbers in the District of Columbia, and for other purposes," having considered the same, report favorably thereon without mendment and recommend that the bill do pass.

The purpose of the bill is to provide additional fees to meet the harply increased cost and expense of inspection required by the law of une 7, 1938.

The Senate District of Columbia Committee adopts the House eport as its report.

MY DEAR MR. MARTIN: The Commissioners of the District of Columbia ve the honor to submit to you herewith a draft of a proposed bill to amend ction 11 of an act entitled "An act to regulate barbers in the District of Columa, and for other purposes," approved June 7, 1938.

Section 12 of the District of Columbia Barber Act provides for the payment of e expenses necessarily incurred by the Board of Barber Examiners for the istrict of Columbia in carrying out the provisions of the act, including the salary

of one clerk and three inspectors and per diem compensation for members of the Board. Section 12 provides further that payments authorized by this section shall not exceed the amount received from fees provided for in the act.

Upon the enactment of the Employees' Pay Acts of 1945 and 1946, respectively, granting increases in salary to Federal and District employees, the Commissioners authorized pay increases for employees of the Board of Barber Examiners. The fees collected by the Board are now insufficient to pay salaries and the normal expenses incurred by the Board, and it has been necessary to order payless furloughs for the three inspectors.

The purpose of the proposed legislation is to provide additional fees to meet the sharply increased cost and expense of carrying out the provisions of the act. The Commissioners are of the opinion that the fees proposed by this bill are reasonable and that the proposed legislation is desirable. The Commissioners, therefore, urge the enactment of the bill.

The proposed draft of bill was submitted to the Bureau of the Budget and returned to the Commissioners with the advice that there is no objection on the part of that office to the presentation of the bill to Congress.

CHANGES IN EXISTING LAW

In compliance with paragraph 2a of rule XIII of the Rules of the House of Representatives, changes in existing law made by the bill, as introduced, are shown as follows (existing law proposed to be omitted is enclosed in black brackets, new matter is printed in italics, existing law in which no change is proposed is shown in roman):

[SEC. 11. All fees and charges payable under the provisions of this Act shall be paid to the secretary-treasurer of the Board. The Board is hereby authorized to refund any license fee or tax, or portion thereof, erroneously paid or collected under this Act.

"(a) For the examination of an applicant for a certificate as a registered barber, $5.

(b) For the issuance or renewal of such certificate, $5.

"(c) For the restoration of an expired certificate as a registered barber, $5. "(d) For the examination of an applicant for a certificate as a registered barber apprentice, $5.

"(e) For the issuance or renewal of such certificate, $5.

"(f) For the restoration of an expired certificate as a registered barber apprentice, $5.

"(g) $50 for barber school or college, and $25 annual renewal fee.]

"SEC. 11. All fees and charges payable under the provisions of this Act shall be paid to the secretary-treasurer of the Board. The Board is hereby authorized to collect the following fees and charges and to refund any such fee or charge or portion thereof erroneously paid or collected under this Act:

"(a) For the examination of an applicant for a certificate as a registered barber, $20. (b) For the issuance of a certificate as a registered barber, $5.

"(c) For the issuance of a renewal of a certificate as a registered barber, $10.

"(d) For the restoration of an expired certificate as a registered barber, $15.

"(e) For the examination of an applicant for a certificate as a registered barber apprentice, $15.

(f) For the issuance of a certificate as a registered barber apprentice, $5. "(g) For the issuance of a renewal of a certificate as a registered barber apprentice,

"(h) For the restoration of an expired certificate as a registered barber apprentice. $10.

"(1) For registration of a private barber school or college, $50.

"For annual renewal of registration of a private barber school or college, $25. "(k) All students in a private barber school or college shall register with the Board

and shall pay a fee of $2 for a certificate of registration as a student.

"(1) Any registered barber or apprentice whose certificate has been lost or destroyed shall, upon satisfying the Board of such loss or destruction and upon payment of a fee of $2, be given a duplicate certificate.
