DECLARING THE PERIOD FROM 29
August TO 4 SEPTEMBER OF EVERY
"HUMAN SURVIVAL:
YEAR AS "HUMAN
POPULATION AND DEVELOPMENT
WEEK".

WHEREAS, Section 9, Article II, of the Constituton provides that "The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living and an improved quality of life for all";

WHEREAS, the Filipino nation now at the crossroads of history faces great problems as it adjusts its goals, approaches and institutions toward national reconstruction, recovery and human progress;

WHEREAS, these problems threaten the day by day survival of the most vulnerable among our population--the large number of women and children that would be denied of their human right to health care, nutrition, knowledge and education, and better access to economic and social opportunities;

WHEREAS, underscoring these problems is the pace of our population growth and that of our capability to provide for our women and children which depends to a large measure on how we meet our population. challenge; and

WHEREAS, there is need to promote greater national concern and responsibility to avoid the human suffering and damage brought about by these problems;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby

declare the period from 29 August to 4 September of every year as "Human Survival: Population and Development Week", under the auspices of the Population Commission and other involved organizations.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

PROCLAMATION No. 292

DECLARING TUESDAY, AUGUST 30, 1988, AS A SPECIAL HOLIDAY IN SAN JUAN, METRO MANILA.

WHEREAS, the 92nd anniversary of the "Battle of Pinaglabanan", an important event in our struggle for freedom, falls on August 30, 1988;

WHEREAS, said historical event is of special significance to the residents of San Juan, Metro Manila; and

WHEREAS, the people of San Juan should be afforded an opportunity to celebrate the occasion with fitting ceremonies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Tuesday, August 30, 1988, as a special holiday in San Juan, Metro Manila,

PROCLAMATION NO. 293

DECLARING JULY 28 OF EVERY YEAR AS BOY SCOUTS OF THE PHILIPPINES MEMORIAL DAY.

WHEREAS, July 28 marks the death anniversary of the twenty-four (24) Boy Scout and Scouter delegates of the Boy Scouts of the Philippines (BSP), who perished in a plane crash over the Sea of Bombay on their way to Marathon, Greece to represent the BSP in the 11th World Jamboree;

WHEREAS, every year, the BSP, with the parents, relatives and friends of the deceased scouts and scouters, has religiously commemorated their untimely passing in simple and brief ceremonies; and

WHEREAS, there is a need to give a fitting tribute to these boy scouts and scouters, as well as other boy scouts, who lost their lives while in the performance of their scouting duties;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare July 28, of every year as Boy Scouts of the Philippines Memorial Day.

PROCLAMATION No. 294

PROCLAIMING A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS IN THE COUNTRY WHICH WERE AFFECTED BY TYPHOON “HUANING”. WHEREAS, typhoon "Huaning" inflicted great damage and destruction to life and property in certain areas in the country; and

WHEREAS, a state of public calamity exists in these areas arising from the effects of the typhoon.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in the following areas in the country: Region I- Ilocos Norte, Ilocos Sur, Abra, Benguet and Mt. Province Kalinga-Apayao,

Region II Cagayan,

Isabela, Nueva Vizcaya and
Quirino

All departments and other government agencies concerned are hereby directed to implement and execute rescue, relief and rehabilitation work in accordance with existing operational plans and the directive and order issued in connection with calamities.

PROCLAMATION NO. 295

DECLARING TUESDAY, AUGUST 2, 1988, AS A SPECIAL HOLIDAY IN BUTUAN CITY.

WHEREAS, Tuesday, August 2, 1988, marks the 39th Charter anniversary of the City of Butuan; and

WHEREAS, the residents of the City of Butuan should be given the opportunity to commemorate the event with appropriate ceremonies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Tuesday, August 2, 1988, as a special holiday in the City of Butuan.

PROCLAMATION No. 296

WEEK OF

DECLARING THE FIRST WEEK JULY OF EVERY YEAR AS NATURAL DISASTER CONSCIOUSNESS WEEK.

WHEREAS, the Philippines is highly vulnerable to natural disasters, such as typhoon, flood, earthquake, tornado, landslide, storm surge, volcanic eruption, tsunami and drought;

WHEREAS, the Filipino people by being conscious of these ever threatening calamities, can better appreciate a disaster preparedness program aimed at saving lives, protecting property, preventing needless sufferings and minimizing damages during natural disasters, thus mitigating their effects; and

WHEREAS, the government recognizes the value of setting aside a designated period for the people to focus their attention on the need to prepare for natural disasters;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of July of every year as Natural Disaster Consciousness Week to be observed by schools and communities throughout the country.

The National Disaster Coordinating Council, the Regional Disaster Coordinating Councils shall take the lead in the celebration of this week,
