The Board met in pursuance of the following call:

MONDAY, October 31, 1898.

In pursuance of the authority contained in section 266, chapter 378, of the Laws of 1897, a meeting is hereby called of the Mayor, Comptroller, Corporation Counsel, President of the Council and President of the Department of Taxes and Assessments, constituting a Board of Estimate and Apportionment, to be held at the office of the Mayor on Monday, October 31, 1898, at 2 o'clock P. M, for the purpose of transacting such business as may be brought before the Board.

The reading of the minutes of the meetings held January 27, 28, 31; February 1, 2, 4, 8, 11, 15, 18, 28; March 17; April 5, 12, 20, 22, 28; May 9; June 7, 14; July 1, 7, 11, 27 ; August 8, 22; September 22; October 3, 4, 5, 6, 7, 10, 11, 12, 13, 14, 1898, was dispensed with.

The Comptroller presented the following:

To the Board of Estimate and Apportionment:

COMPTROLLER'S OFFICE,

October 24, 1898.

GENTLEMEN-Section 134 of the Charter requires that the compensation of employees of the Bureau of Municipal Statistics shall be approved by the Board of Estimate and Apportionment. The Chief of the Bureau of Municipal Statistics, in a communication dated October 10, 1898, states that he has appointed Mr. Louis Kraushaar as Statistician, at a salary of twelve hundred dollars per annum, subject to the approval of this Board.

The following resolution is offered to approve this designation of compensation.

Resolved, That the Board of Estimate and Apportionment hereby approves of the employment of Louis Kraushaar as Statistician of the Bureau of Municipal Statistics, at a salary of twelve hundred dollars ($1,200) per annum.

The Comptroller presented the following:

To the Board of Estimate and Apportionment :

October 24, 1898.

GENTLEMEN-The Board of Taxes and Assessments by a resolution adopted September 7, 1898, requests that the Board of Estimate and Apportionment authorize the issue of revenue bonds to the amount of fifteen thousand dollars ($15,000), pursuant to the provisions of chapter 542 of the Laws of 1892, for the purpose of continuing the work of providing new tax assessment maps. Twenty thousand dollars was appropriated for this purpose in the year 1897, and I report that the requisition is reasonable and should be complied with.

Resolved, That pursuant to the provisions of chapter 542 of the Laws of 1892 and section 170 of the Greater New York Charter, the Board of Estimate and Apportionment hereby approves of the requisition made by the Board of Taxes and Assessments by a resolution adopted September 7, 1898, for fifteen thousand dollars ($15,000) to be expended in preparing new tax assessment maps; and the Comptroller is hereby authorized to issue from time to time as may be necessary, revenue bonds for that amount, bearing interest at a rate not exceeding three per cent. per annum, and the

amount required for the redemption thereof to be included in the Budget for the year immediately succeeding the year of the issue thereof.

Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, Corporation Counsel, President of the Council, and President of the Department of Taxes and Assessments—5.

The Comptroller presented the following:

AQUEDUCT COMMISSIONER'S OFFICE,
STEWART BUILDING, NO. 280 BROADWAY,
NEW YORK, October 20, 1898.

To the Board of Estimate and Apportionment of The City of New York:

GENTLEMEN-At a meeting of the Aqueduct Commissioners, held on the 18th instant, the following resolution was adopted:

Resolved, That, subject to the approval of the Board of Estimate and Apportionment of The City of New York, the President of This Commission be and hereby is authorized and directed to enter into a lease with the owner of the Stewart Building, in said city, for the occupancy of rooms Nos. 207, 209, 211, 213, 214, 215, and 216 by the Aqueduct Commissioners for one year from May 1, 1898, at a rental of seven thousand five hundred dollars ($7,500) per annum, payable quarterly, at the expiration of each quarter.

To the Board of Estimate and Apportionment:

COMPTROLLER'S OFFICE,

GENTLEMEN-The Aqueduct Commissioners by a resolution adopted October 18, 1898, request authority to renew the lease of the rooms now occupied by them in the Stewart Building for a term of one year expiring May 1, 1899, on the same terms and conditions as have heretofore prevailed. Under the Aqueduct Law, which is not disturbed by the Charter, this resolution is to be acted on by the Board of Estimate and Apportionment and not by the Commissioners of the Sinking Fund. The following resolution is therefore submitted.

Resolved, That the Comptroller be and hereby is authorized to pay the rent of rooms Nos. 207, 209, 211, 213, 214, 215 and 216, in the Stewart Building, No. 280 Broadway, occupied and used as offices by the Aqueduct Commission, from May 1, 1898, to May 1, 1899, at a rental of seven thousand five hundred dollars ($7,500) per annum, payable quarterly at the expiration of each quarter.

Affirmative-The Mayor, Comptroller, Corporation Counsel, President of the Council and President of the Department of Taxes and Assessments-5.

The Comptroller presented the following:

CITY OF NEW YORK-DEPARTMENT OF FINANCE,
October 24, 1898.

To the Board of Estimate and Apportionment :

COMPTROLLER'S OFFICE,

GENTLEMEN—The County Clerk of the County of New York, in his estimate of the expenses of his office for the year 1899, included an item of eleven thousand dollars ($11,000) to provide for the expense necessary in carrying out the provisions of chapter 536 of the Laws of 1893, relative to the indexing of public records. This law authorizes the Board of Estimate and Apportionment to provide for these expenses either by including the same in the budget or by issuing special revenue bonds for that purpose. It has always been the practice to authorize the issue of revenue bonds for the payment of these expenses, and I recommend that this plan be followed for the ensuing year.

I also have to request that authority be granted for the issue of revenue bonds to the amount of twenty-five thousand dollars for the work of re-indexing in the Bureau of Arrears, under the provisions of the same act. These amounts are respectively the same as were allowed by the last Board of Estimate and Apportionment for the current year.

The following resolution is therefor submitted.

Resolved, That pursuant to the provisions of chapter 536 of the Laws of 1893 and the requisi tions made therefor by the County Clerk of the County of New York, this Board hereby approves of the employment by said County Clerk of a Chief Clerk and Clerks and of an expenditure for books, stationery, etc., necessary for carrying out the provisions of said Act during the year 1899, amounting in the aggregate to the sum of eleven thousand dollars ($11,000) and that the Comptroller is hereby authorized to issue revenue bonds of The City of New York, from time to time as may be required, redeemable from the budget of the year succeeding the year of their issue to the amount of eleven thousand dollars ($11,000), to be applied and used to defray the expenses aforesaid; and

Resolved, That pursuant to the provisions of said Act, this Board also approves of the requisition this day submitted by the Comptroller for Clerks, books, stationery, etc., for carrying out the provisions of said Act during the year 1899, amounting to the sum of twenty-five thousand dollars ($25,000), which is hereby appropriated therefor, and the Comptroller is also hereby authorized to issue revenue bonds of The City of New York from time to time as may be required, payable from the budget of the year succeeding the year of their issue, to an additional amount not exceeding said sum of twenty-five thousand dollars ($25,000), to be applied and used to defray the expenses aforesaid.

The Comptroller presented the following:

CHANGE OF GRADE DAMAGE COMMISSION,
TWENTY-THIRD AND TWENTY-FOURTH WARDS,
No. 96 BROADWAY, NEW YORK CITY,
October 13, 1898.

DEAR SIR-At a meeting of the Commission, held on the 12th instant, the following business was transacted :

"The Clerk presented the following statement showing the estimated expenses of the Commission for the year 1899:

"Commissioner Varnum thereupon offered the following preamble and resolution, which was unanimously adopted:

"Whereas, The Clerk has presented a statement showing the estimated expenses of the Commission for the year 1899, which has been examined and approved by this Commission; now, therefore, be it

“Resolved, That pursuant to the provisions of chapter 537 of the Laws of 1893, as amended by chapter 567 of the Laws of 1894, the Comptroller be and he hereby is respectfully requested to issue bonds for such amounts as may be necessary for the payment of the expenses of the Commission for the year 1899, from time to time, as provided by the act; and be it further

"Resolved, that the Clerk be and he hereby is directed to forward a copy of the foregoing to the Comptroller, together with a statement showing the estimated expenses of the Commission for the year 1899. "

COMPTROLLER'S OFFICE,

To the Board of Estimate and Apportionment · GENTLEMEN-The Change of Grade Damage Commission, organized pursuant to the provisions of chapter 537 of the Laws of 1893, as amended by chapter 567 of the Laws of 1894, presents in a communication dated October 13, 1898, its estimate of expenses for the year 1899. This estimate amounts to seventeen thousand seven hundred and forty dollars ($17,740), which is the same amount as was allowed for the current year. These expenses being those of a special commission, and temporary in their nature, form no part of the budget, but have to be provided for pursuant to said laws from the proceeds of bonds.
