Mr. Chairman and Members of the Committee: The Commission on Executive, Legislative, and Judicial Salaries was established under secation 255 of the Postal Revenue and Federal Salary Act of 1967 (P. L. 90-206) to review and recommend to the President the appropriate pay levels for upper level positions in the executive, legislative and judicial branches of the Federal Government. The Commission is required to make its reviews and recommendations at four year intervals, beginning in 1969. The request of $100,000 for fiscal year 1973 will allow the Commission to undertake the second of these periodic reviews. The Commission is composed of nine members, three of which are appointed by the President, two by the President of the Senate, two by the Speaker of the House of Representatives, and two by the Chief Justice of the United States. The terms of each member expires at the end of the fiscal year within which the Commission was authorized to operate. The recommendations are submitted to the President, who, in turn, shall include in his next budget his recommendations as to the exact rates of pay he deems advisable. The President's recommendations become effective after thirty days unless within that period either House of the Congress specifically disapproves or enacts a statute establishing different rates of pay.
