The committee met, pursuant to notice, at 10:27 a.m., in room SD-366, Dirksen Senate Office Building, Hon. Frank Murkowski, chairman, presiding.

OPENING STATEMENT OF HON. FRANK H. MURKOWSKI,
U.S. SENATOR FROM ALASKA

The CHAIRMAN. The Committee on Energy and Natural Resources will come to order.

I see my colleagues are still coming in. I apologize for the delay, but the vote for Mr. Daley's confirmation was occurring on the Senate floor.

We are going to depart from the normal procedure, which is that the chairman and the ranking member and then the other members give opening statements. Instead, first we are going to ask those that are here to introduce the nominee to do so, so that they may pursue their own individual commitments.

Senator Campbell will be joining us, and we welcome Congressman Skaggs as well.

However, first I want to acknowledge the presence of our nominee and his wife Ellen, who is seated directly behind Senator Campbell. I had an opportunity to visit with them in the back room. At that time, they were standing up, and I suggested they sit down. But, upon reflection, we both decided they probably should continue to stand, because they are going to be sitting for a long time.

Did you want to make a brief comment?

Senator FORD. No, I would not want to make a comment. I have already been told I cannot give this eloquent statement.

[Laughter.]

Senator FORD. So I am ready to hear the nominee and just to go forward with it, and that may cut down some of the time we will spend hear today.

The CHAIRMAN. That just might do it, but probably will not.

Senator FORD. Well, you are in charge.

The CHAIRMAN. I understand.

[Laughter.]

The CHAIRMAN. That is what the vote count does for you once in a while.
