C. The subcommittee met, pursuant to call, at 11:10 a. m., in room 1501, New House Office Building, Representative Earl Chudoff (chairman of the subcommittee) presiding. Present: Representatives Earl Chudoff (presiding), Robert H. Mollohan, John E. Moss, and William E. Minshall. Also present: James A. Lanigan, committee counsel, and John B. O'Brien, Jr., staff investigator. Mr. CHUDOFF. The subcommittee will be in order. As is our practice, the committee will make an opening statement for the record. The Public Works and Resources Subcommittee of the House Government Operations Committee has been assigned the task of examining the operations of the Interior Department and related agencies from the standpoint of economy and efficiency. In the hearing today, we shall receive testimony concerning the circumstances under which the Bureau of Indian Affairs negotiated, without competitive bidding, a leasing agreement for passenger vehicles. In addition, consideration will be given to the question whether the leasing of passenger vehicles may be a loophole whereby it would be possible to circumvent the expressed policy of Congress as to the number of new vehicles which may be obtained. There will be received testimony relating to the invitations to bid issued by the Bureau of Indian Affairs calling for the delivery of 39 passenger-carrying vehicles, with not more than 15,000 miles already on them, for use at the United Pueblo Agency, Albuquerque, N. Mex., and the Cherokee Indian Agency, Cherokee, N. C. Consideration will be given as to whether the special equipment, color and delivery requirements precluded the receipt of competitive bids. The subcommittee is not unmindful of the problems which arise in the administration of the various agencies. However, the operations of any Government agency must always be consistent and in accordance with the laws of the United States and the mandates of the Congress. Now, our first witness will be Mr. Owen Kane, Jr., of the General Accounting Office. 1 |
