PUBLIC WORKS FACILITIES, UTILITIES, AND SERVICES

PART A: GENERAL

57000 CLASSIFICATION

1. Central heating plants, steam distributing systems, power and electric generating plants and distributing systems, permanent galley equipment (ranges, ovens, meat cutting machines, etc.), incinerators, laundries, dry cleaning plants, refrigerating plants, water-supply systems, sewerage systems, sewage-treating plants, railroads, sawmills, fire departments, and permanent or semi-permanent communication systems, exclusive of internal security radio systems, are classed as "utilities" and "public works facilities" for accounting purposes; fuel and its supply and distribution is also included under this classification; see Yards and Docks Manual.

57001 OPERATION

1. Where public works facilities, utilities, or services are government-owned and operated as Marine Corps activities, the Quartermaster General of the Marine Corps is charged with their proper maintenance and operation.

2. Officers in charge of the operation, maintenance and care of public works facilities and public utilities equipment will be governed by the instructions contained in the Bureau of Yards and Docks Manual relative to operation and maintenance of power plants, central heating plants, electric lighting systems, refrigerating machinery, air compressors, and all auxiliary units in connection therewith.

57002 HISTORICAL RECORD

1. At every installation where public works facilities, utilities, or services are owned, operated or utilized by the Marine Corps, there will be kept, on prescribed forms provided for the purpose, a complete permanent historical record of all lands, buildings, structures, improvements and utilities, utilities distributing systems, and utilities equipment as defined by current directives. The plant account records will be maintained on a current basis in accordance with prescribed procedures. These records are under jurisdiction of the Quartermaster General of the Marine Corps and will be considered a function of the supply establishment.

57003 COST ACCOUNTING

1. A uniform system of maintenance cost accounting in accordance with instructions issued by the Quartermaster General of the Marine Corps shall be maintained by all installations for which the Marine Corps has budgetary responsibility. Where facilities to be maintained include plants and/or distribution systems furnishing steam, gas, electricity, water, refrigeration, sewage disposal, telephone, laundry and dry cleaning services, individual cost accounting data shall be maintained for each plant and/or distribution system as an integral part of the cost accounting system.

PART B: LAUNDRIES

57050 GENERAL

1. Marine Corps laundries, including Marine Corps Air Station laundries, are under the cognizance of, and will be operated in accordance with instructions issued by the Quartermaster General of the Marine Corps.

57051 MANAGEMENT

1. Where a Marine Corps laundry is maintained, it will be under the control and supervision of the post supply officer, subject to the approval of the commanding officer and the Quartermaster General of the Marine Corps. It is the policy of the Marine Corps to operate its own laundries only in cases where Government work can be accomplished satisfactorily at less cost to the Government than if the same services were procured under contracts.

57052 SERVICES

1. Marine Corps laundries are maintained and operated exclusively for laundering government articles, articles for enlisted personnel and officers and their immediate families, and quasigovernment activities. The services rendered will be restricted to the above. The laundering and dry cleaning of articles of civilian clothing, household linen, etc., belonging to enlisted personnel and officers and their immediate families in Marine Corps laundries and dry cleaning plants is authorized as a matter of accommodation only, provided the capacity of the laundry or dry cleaning plant will permit. Under no circumstances will laundry work of any nature be performed for civilian employees or other

civilians.

b. Authorized work such as services performed for Exchanges, Officers' Messes, Enlisted Men's Clubs, Staff NCO Messes, Hostess Houses, Guest Houses, etc.

c. Service to military personnel (1) Articles of civilian dress. (2) Articles of uniform clothing.

3. Commanding officers may authorize the extension of credit for laundry and dry cleaning services performed by Marine Corps laundries

to:

a. Officers and enlisted personnel of pay grades E-7, E-6, E-5 and E-4 (with over seven years' service).

b. Official organizations, i. e., Officers' Messes (OPEN) and (CLOSED), Hostess Houses, Enlisted Men's Clubs.

4. Charges for laundry and dry cleaning services which have been extended to individuals and activities enumerated above shall be billed and collected under existing procedures and in a manner mutually acceptable to the local laundry officer and disbursing officer concerned. However, laundry officers shall be required to list delinquent accounts on the reverse side of the "Utilities Cost Report for the Laundry and for Dry Cleaning Plants" under the heading "REMARKS". Bills remaining unpaid after the tenth day of the month following the month in which incurred shall be reported to the local commanding officer for appropriate action.

57053 CLAIMS

1. The laundry officer shall assume full responsibility for all laundry and dry cleaning accepted for laundering or dry cleaning. Claims for lost or irreparably damaged articles of laundry and dry cleaning must be made within 48 hours after laundry or dry cleaning is returned (excluding non-working days). Responsibility will not be assumed for laundry or dry cleaning left in the plant over 30 days.
