b. In case of discovery at sea of theft or loss, other than loss overboard, the local police (civil, military or naval) at the first port of call will be so notified. The local police (civil, military or naval) of the last port of call prior to discovery of such loss will also be notified. If the first port of call is not a United States port, the proper authorities shall be notified upon arrival at the first port of call in the United States.

8. BOATS. When it is necessary to survey powerboats, two separate requests for and reports of survey, prepared in quintuplicate are required, one covering the hull and its appurtenances, and the other covering the propelling machinery (engine) and accessories pertaining thereto. In all cases, the registry number will be shown on surveys covering the hull of the boat, and the make, type, and serial number of the engine shown on surveys covering the propelling machinery. Only one survey report is required when the engine of a powerboat is unserviceable and the hull serviceable. However, if the hull only is surveyed, a statement should be incorporated in the board's report to the effect that the engine is serviceable and suitable for installation in a

hull, or a similar statement regarding the hull, if the engine only is surveyed. Whenever possible, an officer possessing mechanical ability and practical knowledge of powerboat machinery shall be detailed as a member of the board. The board shall state in its report, in detail and in explicit terms, the exact condition of the article surveyed; the nature and extent of repairs required, if warranted; that repairs and reinstallation can be or cannot be effected locally; and the disposition recommended. The dismantling of a boat engine for use of its serviceable parts for repair of other engines shall not be recommended unless the engine is beyond repair or is in a condition not warranting the expense of repairing it.

as possible, by U. S. Navy Regulations on the subject. Survey reports covering Navy property shall be prepared in quintuplicate. As soon as a survey of naval ordnance has been approved by the convening authority, if it includes material listed in the allowance book, a requisition to replace this material should be submitted, notation being made on such requisition of the date of the

survey.

10. Survey reports on boats and Navy or other Government Departments' property shall be submitted to the Commandant of the Marine Corps (Code: CSH) in quadruplicate for final action. The quintuplicate copy should be retained by the accountable officer in suspense pending receipt of the approval original and two copies from the designated approving authority.

11. SUBSISTENCE. A survey officer for provisions, ordinarily a medical officer, shall be appointed at the beginning of each quarter. To eliminate the necessity for numerous formal surveys on small quantities of subsistence items, the following survey procedure will be followed in those instances where the total value does not exceed $1,000. A Subsistence Survey Book will be maintained by the officer accountable for subsistence stores for the purpose of recording the following data:

This book will be presented to the survey his written recommendation entered as to condition, cause, responsibility and disposition of the damaged articles. The survey officer will sign his name and rank immediately following the results of each examination. At the end of each accounting period, or earlier if ordered, one survey covering all articles examined during the period will be prepared on Form NAVMC 17-SD by the accountable officer for signature of the survey officer. The Report Survey (Form NAVMC 17 and 17a-SD) must be completed in all details and approved by the commanding officer of the post or organization. Surveys must be approved before they are accepted as vouchers to the return. Individual surveys in excess of $1,000 will not be

entered in the Subsistence Survey Book. When the amount involved on any one occasion exceeds $1,000, a board of survey will be requested in the manner prescribed for surveys on property. Such surveys will be submitted to the Commandant of the Marine Corps (Code CSI) for final approval. The total value of each survey, Form NAVMC 17-SD, will be entered as a credit on Form NAVMC 581-SD.

12. FURNITURE AND QUARTERS. When for any reason it becomes necessary to determine responsibility for lost, damaged, or missing property assigned to public quarters, or when necessary to determine responsibility for damage to public quarters a board of survey will be convened by use of Form NAVMC 17-SD. (In this connection see paragraph 54567.) In the event that repairs to furniture or public quarters are necessary, and where local repair facilities are not available, or where new furniture should be purchased, open purchase requisition, if required, should be submitted by the post or

station supply officer to the Commandant

of the Marine Corps (Code: CSK).

54565 REVIEW AND APPROVAL OF SURVEY REPORT

1. Reports of boards of survey consisting of findings, recommendations, and substantiating statements where appropriate, shall be returned to the convening authority for review and action as required. Subject to the provisions of paragraphs 54555 and 54558, the convening authority shall either take final action on the report or forward the report in triplicate, quadruplicate in case of other Government Department property, to the designated approving authority or the Commandant of the Marine Corps, as appropriate, with such comment and recommendations as he may desire to make. In either event after final action has been taken, the accountable organization will be furnished the approved original and the remaining copies together with all supporting papers for property accounting purposes.

2. Approving officers may not disregard the findings of a survey board established by facts. They are, however, permitted to exercise judgment on findings based on opinion, recommendations in regard to responsibility, and disposition to be made of property surveyed where it is deemed to be in the best interest of the Government to make disposition other than that recommended. If the findings cannot be approved owing to nonconformity with law, regulations, or for any other reason, the report shall be returned to the board, by endorsement, for reconsideration, pointing out the matter of differences. Should the board adhere to its

first report and the convening authority not agree, he may disapprove the report in whole or in part. He shall then forward the entire record to the Commandant of the Marine Corps stating in detail the parts in which he is in disagreement and disapproves.

3. When a person in the naval service is found to be culpably responsible by a board of survey, the reviewing officer shall refer the entire matter to such person for statement, take or direct disciplinary action where warranted as determined in accordance with the provisions of paragraph 54553, and note in his action on the survey form the action taken or contemplated. Action on the survey in respect to the material involved shall not, however, be withheld pending disciplinary action.

4. When the approving authority is other than the Commandant of the Marine Corps and the report of survey involves a lost or stolen weapon, etc., a copy of the notification to the primary civil authority will be immediately forwarded to the Commandant of the Marine Corps (Code: CSH) in order that there will be no undue delay in informing the National Headquarters or Federal Bureau of Investigation. Such special reports will show names of the individuals responsible or having cognizance at time of loss.

5. Ordinarily, commanding officers of organized reserve battalions, and separately administered reserve companies and batteries will be the convening authority unless the commanding officer is also the accountable officer or there are no available officers in the command to serve on a board of survey, in which case the Director of the Marine Corps Reserve and Recruitment District will convene such boards of survey. Approval authority for all surveys originated by a unit of the Marine Corps Reserve is defined in subparagraph 54558-5.

6. Convening authorities may delegate the appointment of boards of survey in the same manner as other administrative orders. However, the approving of reports of survey will not be accomplished by delegated authority ("By direction'' signatures) within a field command.

54566 ACTION OF ACCOUNTABLE

OFFICER ON SURVEYS

1. On receipt of an approved report of survey the accountable officer shall, after disposing of the property as directed and after carrying into effect any other approved recommendations of the board, accomplish and sign the certificate at the bottom of the last page of the report, Form NAVMC 17a-SD, to show his action. He will then

assign the report a voucher number in the current voucher number series. This voucher number will be a number subsequent to any voucher number(s) assigned to documents by which disposal action was effected. Concluding this action the approved original report of survey on Marine Corps property or the approved original and one copy of reports of survey on powerboats and Navy property will be forwarded to the Commandant of the Marine Corps (Code CSH) as a voucher to the property account in the manner prescribed in paragraph 54405. A copy of the approved survey report will be retained in the voucher file of the accountable officer. The control date shown on the Abstract of Transfers and/or Issues, Form NAVMC 750b-SD, of surveys submitted as vouchers will be the date of the request for survey. The survey report serial number will be shown in the "Remarks" column of the abstract.

2. The approved survey report will be used as the accounting document to drop all property appearing thereon except in the following cases which will be ruled out by red lines on the report of survey:

a. Items that are to be repaired by the survey activity. In this case the property will remain on the property account.

b. Items for which the government is reimbursed by cash sale.

3. The preparation date and serial number of the approved survey report will be referenced on all papers and documents used to dispose of property in accordance with the approved recommendations. One complete copy of an approved report of survey or an extract of the approved findings and recommendations will be forwarded with invoices on surveyed property of all classes when invoiced and shipped or otherwise delivered to depots or another accountable officer for repair or further disposition. The accountable officer's retained copy of the approved report of survey involving disposal in accordance with paragraph 54561 will be supported by receipts where possible.

4. When disposition of articles appearing on an approved report of survey involves the preparation and use of other documents, such

voucher numbers assigned to documents prepared as a result of subparagraphs a., c., and d., above should be referenced in the certificate of disposition, Form NAVMC 17a-SD, on the applicable approved report of survey.

54567 NON-EXPENDITURE OF FUNDS AS A RESULT OF SURVEY

1. The approval of a report of survey by the Commandant of the Marine Corps, or other officer authorized to take final action thereon, when such report recommends repairs, alterations, improvements, or replacement involving an expenditure of funds does not constitute an authorization of the expenditure, and no such expenditure will be made prior to the approval of an open purchase requisition. Appropriate separate action should be taken to obtain necessary funds in such cases.

54600 AUTHORIZED PATRONS

1. AUTHORIZED PATRONS

Section III: SALES

Such sales as are authorized under the provisions of paragraph 54602 may be made to the following authorized patrons:

a. Officers and enlisted personnel of the Army, Navy, Marine Corps, Coast Guard and Air Force, active and retired.

b. Officers of the Public Health Service, active and retired.

c. Commissioned Officers, ships' offi cers and members of the crews of the Coast and Geodetic Survey.

d. Civilians having the status as part of an expeditionary force sent to a foreign country.

e. Commercial tailors under conditions prescribed in Part C, Chapter 52.

f. Members of the Marine Corps Reserve and the Naval Reserve on active duty or in a retired pay status. When not on active duty officers of the Marine Corps Reserves may be permitted to purchase such articles of clothing as they would be required to have when ordered to active duty. Such officers may be permitted to purchase items of equipment required for active duty that are not issued to officers under current allowance lists.

g. Enlisted men of the Marine Corps Reserve and the Naval Reserve on active duty. Sales to be limited to articles and quantities required by the reservists for their personal use as such. Enlisted men of the Marine Corps Reserve in an inactive status may be permitted to purchase individually, for their personal use, on application to the Quartermaster General of the Marine Corps, such articles of uniform equipment as the Commandant of the Marine Corps may authorize.

h. Honorably discharged veterans of the Armed Services who are totally disabled and who are being cared for and are receiving medical treatment from the Veteran's Administration, will be permitted to purchase such Marine Corps supplies as may be authorized under existing regulations, while undergoing such care and treatment. (Totally disabled veterans receiving medical care and treatment as an occasional out-patient service but who are gainfully employed, do not qualify).

i. Former members of the Marine Corps who are separated therefrom under honorable conditions may purchase exterior articles of

j. Marine Corps Exchanges, Recreation Funds, officers messes (open and closed), enlisted mess' clubs, staff noncommissioned officers messes, hostess houses, and American Red Cross facilities upon approval of the commanding officer concerned. Except when authorized by the Commandant of the Marine Corps, supplies shall not be sold to organizations mentioned above for resale. 54601 PRICES TO BE CHARGED

1. Prices established by Price Supplements of Catalog of Marine Corps Material, Ordnance Supply Bulletins, and other pricing publications apply for all purposes. For property not covered in above publications, the last invoice price or purchase price shall govern.

2. To cover the cost of conducting sales and other incidental expenses, a 3-percent overhead charge shall be added to the cost price of all articles of government property sold, except that the overhead charge shall not be added to:

a. The cost price of articles of uniform clothing regularly issued to enlisted personnel when sold to either officers or enlisted personnel.

b. The cost price of articles sold to post exchanges, officers' messes, noncommissioned officers' messes, enlisted clubs, hostess houses, American Red Cross facilities for use, as distinguished from items sold these organizations for resale.

c. The cost price of lost or damaged articles, the value of which is collected in cash or checked against the pay of officers or enlisted personnel.

3. Articles, including articles of subsistence stores, sold to organizations enumerated in subparagraph 2b above for resale shall have the currently established overhead charged assessed.

54602 CIRCUMSTANCES UNDER WHICH SALES MAY BE MADE

1. ITEMS AUTHORIZED FOR SALE

The following items of government property may be sold to eligible patrons under provisions outlined within this paragraph:

a. Uniform clothing

b. Cloth for the manufacture of uniform clothing

c. Housekeeping supplies

d. Industrial safety goggles

e. Subsistence stores (See Part E, Chapter 51 for regulations governing sales of subsistence stores).

f. Heating and cooking fuel

g. Trunk lockers and items of personal military equipment

h. Stationery and envelopes

i. Utility items and services (including, steam, gas, electricity, water, refrigeration, sewage disposal, telephone, laundry and dry cleaning services). (See Part "G", Chapter 57 for regulations governing sales of utility items and services).

j. Forage and veterinary services for private mounts. (See paragraph 54855.1 for regulations governing sales of forage and veterinary services).

2. GENERAL RESTRICTIONS

a. Articles of government property falling within the purview of one of the categories enumerated in the preceding paragraph may be sold, in limited quantities, to eligible patrons when the following conditions prevail:

(1) Item is intended for the use of the authorized purchaser.

(2) The officer on whose accounts such property appears determines that sufficient stocks of same exist to permit sales.

will emanate from the commanding officer and must be justified to the extent that similar items are not available from local commercial sources at reasonable prices.

(c) Marine Corps exchanges, Hostess Houses, etc. Sales of housekeeping supplies to Commissioned Officers' messes (OPEN), enlisted clubs, hostess houses, Marine Corps exchanges, and like organizations Occupying Government-owned or controlled buildings may be made as provided for in paragraph 54501.

(4) Industrial Safety Goggles. Marine Corps industrial type activities on Marine Corps posts and stations employing civilians whose duties require that they be furnished with prescription goggles from appropriate funds, are authorized to sell such safety goggles to individual employees when such employees leave the activity concerned. The sales price on safety goggles will be fixed by negotiation between the accountable officer and the employee but in no event will the sales price be less than $4.00 each, plus the normal 3 percent overhead charge (See paragraph

54702-3).

(5) Heating and cooking fuel--See paragraph 57202 for limitations on such sales.

(6) Trunk lockers and other authorized items on personal military equipment as required in the performance of their duties may be sold to Marine Corps officers and enlisted men of the seventh pay grade, officers and chief petty officers of the Navy when attached to the Marine Corps.

(7) Stationery and envelopes (including penalty indicia envelopes) may be sold to Marine Corps Exchanges, Hostess Houses, Commissioned Officers' Messes, Enlisted Clubs, and other like organizations occupying Government owned or controlled buildings.

3. The foregoing restrictions shall not preclude the sale of items of government property to an individual for the purpose of voluntarily replacing items determined to have been lost, damaged, or destroyed by such person. However, commanding officers will insure that this provision is not employed as a medium to surreptitiously effect sales of items, the sale of which is otherwise restricted.

4. The sale of any articles of government property not coming within the purview of this paragraph is expressly prohibited. 54603 PROCEEDS OF SALES

1. Proceeds of sales shall be abstracted monthly, or more frequently if the volume of sales so demands. Under no curcumstances Ishall the proceeds of sales be accumulated over a period greater than one month.
