d. The outbound shipment from the transit point must consist of the same kind of material, (for transit purposes it is not required that the identity of each carload of transit commodities be preserved, but it is not permissible to make any substitution that will impair the integrity of the through rate).

e. Shipments must be forwarded from the transit point within the time limit allowed or be abandoned for transit purposes.

f. An annual or semi-annual settlement is required in which the activity must show the weight of transit merchandise on hand and an itemized list of all freight bills on hand. (This is usually done on 30 June and/or 31 December). If the unexpired freight bills represent greater tonnage than actually on hand, freight bills for the difference must be canceled.

5. U. S. Government Transit Bill of Lading-The following standard forms covering the shipment, transportation, and delivery of Government property by transportation companies are for use in connection with Govern

6. Transit details such as time limit, commodities to be recorded, methods of recording, disposition of records, etc. will depend upon the Section 22 Quotation applicable and the requirements of the Marine Corps.

54000 DEFINITIONS

Section 1: DEFINITIONS AND TERMINOLOGY

1. The term "accountable officer" as used in these regulations shall be construed to mean an officer detailed to duty involving pecuniary responsibility for Government funds and property in his custody. The following definitions of accountability and responsibility are pertinent to these regulations and to all other regulations dealing with property accountability.

2. ACCOUNTABILITY. The obligation of an individual officially designated for this purpose in respect to government property, to maintain a formal record of the property on a stock record account or system which has been designated for such use by the Quartermaster General of the Marine Corps, subject to audit by officially designated auditors. An accountable individual will be referred to in these regulations as an "accountable officer."

3. RESPONSIBILITY. The obligation of an individual for the proper custody, care and safekeeping of government property entrusted to his possession or under his supervision. The term "direct responsibility" is used to indicate the responsibility of an individual to whom property has been entrusted and who is specifically charged with its care and safekeeping and distinguishes such responsibility from the "command responsibility" of commanding officers to insure that the property of their command is properly safeguarded, administered, and accounted for. An individual having direct responsibility will be referred to in the se regulations as a "responsible officer." The types of responsibility are further described in Section II.

4. STOCK RECORD ACCOUNT. A formal basic record maintained by an accountable officer on prescribed forms, showing by
