SPEAKER: There is transmitted herewith a draft of a proposed bill "Authorizing an appropriation for the erection of a memorial to the officers and men of the United States Navy who lost their lives as the result of a boiler explosion that totally destroyed the United States ship Tulip, near Saint Inigoes Bay, Maryland, on November 11, 1864, and for other purposes. The purpose of the proposed legislation is to authorize an appropriation of $2,000, or so much thereof as may be necessary, to be expended under the direction of the Secretary of the Navy, for the erection of a suitable memorial to the officers and men of the United States Navy who lost their lives as the result of a boiler explosion that totally destroyed the U. U. S. Tulip, on November 11, 1864, such memorial to be erected on the site of the interment of such officers and men, near St. Inigoes Bay, Md., and for the acquisition of the land constituting said site. The records of the Navy Department show that the U. S. S. Tulip, a converted lighthouse tender, while en route from St. Inigoes, Md., to the Navy Yard, Washington, D. C., on November 11, 1864, for the purpose of having a condemned boiler repaired, was totally destroyed off Ragged Point in the Potomac River by the explosion of the boiler. Out of a complement of 57 officers and men, 8 only survived. Such of the remains as could be found, probably 40 in number, were interred near St. Inigoes Creek on property known as Cross Manor. The burial site has remained undisturbed and unmarked. It is proposed to acquire the site, grub and clean away the dense wild honeysuckle, enclose the plot with an appropriate fence or coping, and to place therein a monument faced with a bronze tablet reading substantially as follows: Erected by the Navy Department A. D. 1937 in memory of the 49 officers and men of the United States Navy lost in the explosion and total destruction of the U. S. S. Tulip near this point November 11, 1864, the unidentified remains of some of whom are buried here. The cost of acquiring the site, clearing and grading it, erecting thereon the monument with bronze tablet, and including a fence or coping, is estimated at approximately, but not over, $2,000. |
