§ 1112. Schedules.

The General Schedule shall be divided into eighteen grades of difficulty and responsibility of work, as follows:

GENERAL SCHEDULE

Grade GS-1 includes all classes of positions the duties of which are to perform, under immediate supervision, with little or no latitude for the exercise of independent judgment, (1) the simplest routine work in office, business, or fiscal operations, or (2) elementary work of a subordinate technical character in a professional, scientific, or technical field.

Grade GS-2 includes all classes of positions the duties of which are (1) to perform, under immediate supervision, with limited latitude for the exercise of independent judgment, routine work in office, business, or fiscal operations, or comparable subordinate technical work of limited scope in a professional, scientific, or technical field, requiring some training or experience; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-3 includes all classes of positions the duties of which are (1) to perform, under immediate or general supervision, somewhat difficult and responsible work in office, business, or fiscal operations, or comparable subordinate technical work of limited scope in a professional, scientific, or technical field, requiring in either case (A) some training or experience, (B) working knowledge of a special subject matter, or (C) to some extent the exercise of independent judgment in accordance with well-established policies, procedures, and techniques; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-4 includes all classes of positions the duties of which are (1) to perform, under immediate or general supervision, moderately difficult and responsible work in office, business, or fiscal operations, or comparable subordinate technical work in a professional. scientific, or technical field, requiring in either case (A) a moderate amount of training and minor supervisory or other experience, (B) good working knowledge of a special subject matter or a limited field of office, laboratory, engineering, scientific, or other procedure and practice, and (C) the exercise of independent judgment in accordance with well-established policies, procedures, and techniques; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-5 includes all classes of positions the duties of which are (1) to perform, under general supervision, difficult and responsible work in office, business, or fiscal administration, or comparable subordinate technical work in a professional, scientific, or technical field, requiring in either case (A) considerable training and supervisory or other experience, (B) broad working knowledge of a special subject matter or of office, laboratory, engineering, scientific, or other procedure and practice, and (C) the exercise of independent judgment in a limited field; (2) to perform, under immediate supervision, and with little opportunity for the exercise of independent judgment, simple and elementary work re

quiring professional, scientific, or technical training; or (3) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-6 includes all classes of positions the duties of which are (1) to perform, under general supervision, difficult and responsible work in office, business, or fiscal administration, or comparable subordinate technical work in a professional, scientific, or technical field, requiring in either case (A) considerable training and supervisory or other experience, (B) broad working knowledge of a special and complex subject matter, procedure, or practice, or of the principles of the profession, art, or science involved, and (C) to a considerable extent the exercise of independent judgment; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-7 includes all classes of positions the duties of which are (1) to perform, under general supervision, work of considerable difficulty and responsibility along special technical or supervisory lines in office, business, or fiscal administration, or comparable subordinate technical work in a professional, scientific, or technical field, requiring in either case (A) considerable specialized or supervisory training and experience, (B) comprehensive working knowledge of a special and complex subject matter, procedure, or practice, or of the principles of the profession, art, or science, involved, and (C) to a considerable extent the exercise of independent judgment; (2) under immediate or general supervision, to perform somewhat difficult work requiring (A) professional, scientific, or technical training, and (B) to a limited extent, the exercise of independent technical judgment; or (3) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-8 includes all classes of positions the duties of which are (1) to perform, under general supervision, very difficult and responsible work along special technical or supervisory lines in office, business, or fiscal administration, requiring (A) considerable specialized or supervisory training and experience, (B) comprehensive and thorough working knowledge of a specialized and complex subject matter, procedure, or practice, or of the principles of the profession, art, or science involved, and (C) to a considerable extent the exercise of independent judgment; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-9 includes all classes of positions the duties of which are (1) to perform, under general supervision, very difficult and responsible work along special technical, supervisory, or administrative lines in office, business, or fiscal administration, requiring (A) somewhat extended specialized training and considerable specialized, supervisory, or administrative experience which has demonstrated capacity for sound independent work, (B) thorough and fundamental knowledge of a special and complex subject matter, or of the profession, art, or science involved, and (C) considerable latitude for the exercise of independent judgment; (2) with considerable latitude for the exercise of independent judgment, to per

form moderately difficult and responsible work, requiring (A) professional, scientific, or technical training equivalent to that represented by graduation from a college or university of recognized standing, and (B) considerable additional professional, scientific, or technical training or experience which has demonstrated capacity for sound independent work; or (3) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-10 includes all classes of positions the duties of which are (1) to perform, under general supervision, highly difficult and responsible work along special technical, supervisory, or administrative lines in office, business, or fiscal administration, requiring (A) somewhat extended specialized, supervisory, or administrative training and experience which has demonstrated capacity for sound independent work, (B) thorough and fundamental knowledge of a specialized and complex subject matter, or of the profession, art, or science involved, and (C) considerable latitude for the exercise of independent judgment; or (2) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-11 includes all classes of positions the duties of which are (1) to perform, under general administrative supervision and with wide latitude for the exercise of independent judgment, work of marked difficulty and responsibility along special technical, supervisory, or administrative lines in office, business, or fiscal administration, requiring (A) extended specialized, supervisory, or administrative training and experience which has demonstrated important attainments and marked capacity for sound Independent action or decision, and (B) intimate grasp of a specialized and complex subject matter, or of the profession, art, or science involved, or of administrative work of marked difficulty; (2) with wide latitude for the exercise of independent judgment, to perform responsible work of considerable difficulty requiring somewhat extended professional, scientific, or technical training and experience which has demonstrated important attainments and marked capacity for independent work; or (3) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-12 includes all classes of positions the duties of which are (1) to perform, under general administrative supervision, with wide latitude for the exercise of independent judgment, work of a very high order of difficulty and responsibility along special technical, supervisory, or administrative lines in office, business, or fiscal administration, requiring (A) extended specialized, supervisory, or administrative training and experience which has demonstrated leadership and attainments of a high order in specialized or administrative work, and (B) intimate grasp of a specialized and complex subject matter or of the profession, art, or science involved; (2) under general administrative supervision, and with wide latitude for the exercise of independent judgment, to perform professional, scientific, or technical work of marked difficulty and responsibility requiring extended professional, scientific, or techni

cal training and experience which has demonstrated leadership and attainments of a high order in professional, scientific, or technical research, practice, or administration; or (3) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-13 includes all classes of positions the duties of which are (1) to perform, under administrative direction, with wide latitude for the exercise of independent judgment, work of unusuai difficulty and responsibility along special technical, supervisory, or administrative lines, requiring extended specialized, supervisory, or administrative training and experience which has demonstrated leadership and marked attainments; (2) to serve as assistant head of a major organization involving work of comparable level within a bureau; (3) to perform, under administrative direction, with wide latitude for the exercise of independent judgment, work of unusual difficulty and responsibility requiring extended professional, scientific, or technical training and experience which has demonstrated leadership and marked attainments in professional, scientific, or technical research, practice, or administration; or (4) to perform other work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-14 includes all classes of positions the duties of which are (1) to perform, under general administrative direction, with wide latitude for the exercise of independent judgment, work of exceptional difficulty and responsibility along special technical, supervisory, or administrative lines which has demonstrated leadership and unusual attainments; (2) to serve as head of a major organization within a bureau involving work of comparable level; (3) to plan and direct or to plan and execute major professional, scientific, technical, administrative, fiscal, or other specialized programs, requiring extended training and experience which has demonstrated leadership and unusual attainments in professional, scientific, or technical research, practice, or administration, or in administrative, fiscal, or other specialized activities; or (4) to perform consulting or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-15 includes all classes of positions the duties of which are (1) to perform, under general administrative direction, with very wide latitude for the exercise of independent judgment, work of outstanding difficulty and responsibility along special technical, supervisory, or administrative lines which has demonstrated leadership and exceptional attainments; (2) to serve as head of a major organization within a bureau involving work of comparable level; (3) to plan and direct or to plan and execute specialized programs of marked difficulty, responsibility, and national significance, along professional, scientific, technical, administrative, fiscal, or other lines, requiring extended training and experience which has demonstrated leadership and unusual attainments in professional, scientific, or technical research, practice, or administration, or in administrative, fiscal, or other specialized activities; or (4) to

perform consulting or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-16 includes all classes of positions the duties of which are (1) to perform, under general administrative direction, with unusual latitude for the exercise of independent judgment, work of outstanding difficulty and responsibility along special technical, supervisory, or administrative lines which has demonstrated leadership and exceptional attainments; (2) to serve as the head of a major organization involving work of comparable level; (3) to plan and direct or to plan and execute professional, scientific, technical, administrative, fiscal, or other specialized programs of unusual difficulty, responsibility, and national significance, requiring extended training and experience which has demonstrated leadership and exceptional attainments in professional, scientific, or technical research, practice, or administration, or in administrative, fiscal, or other specialized activities; or (4) to perform consulting or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.

Grade GS-17 includes all classes of positions the Iduties of which are (1) to serve as the head of a bureau where the position, considering the kind and extent of the authorities and responsibilities vested in it, and the scope, complexity, and degree of difficulty of the activities carried on, is of a high order among the whole group of positions of heads of bureaus; (2) to plan and direct or to plan and execute professional, scientific, technical, administrative, fiscal, or other specialized programs of exceptional difficulty, responsibility, and national significance, requiring extended training and experience which has demonstrated exceptional leadership and attainments in professional, scientific, or technical research, practice, or administration, or in administrative, fiscal, or other specialized activities; or (3) to perform consulting or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and requiring comparable qualifica

tions.

Grade GS-18 includes all classes of positions the duties of which are (1) to serve as the head of a bureau where the position, considering the kind and extent of the authorities and responsibilities vested in it, and the scope, complexity, and degree of difficulty of the activities carried on, is exceptional and outstanding among the whole group of positions of heads of bureaus; (2) to plan and direct or to plan and execute frontier or unprecedented professional, scientific, technical, administrative, fiscal, or other specialized programs of outstanding difficulty, responsibility, and national significance, requiring extended training and experience which has demonstrated outstanding leadership and attainments in professional, scientific, or technical research, practice, or administration, or in administrative, fiscal, or other specialized activities; or (3) to perform consulting or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and

AMENDMENTS

1958-Pub. L. 85-462 eliminated in cl. (2) of the paragraphs relating to Grades GS-5 and GS-7, provisions which required the professional, scientific, or technical training to be equivalent to that represented by graduation from a college or university of recognized standing. 1954-Act Sept. 1, 1954, designated former subsec. (a) as the entire section and repealed subsec. (b), which set up the Crafts, Protective, and Custodial Schedule.

TRANSFER OF CERTAIN POSITIONS FROM THE CRAFTS, PROTECTIVE, AND CUSTODIAL SCHEDULE TO THE GENERAL SCHEDULE

Section 106 of act Sept. 1, 1954, ch. 1208, title I, 68 Stat. 1108, provided that:

"(a) Not earlier than the first day of the second pay period which begins after September 1, 1954, and not later than the first day of the first pay period which begins more than six months after September 1, 1954, all positions in the Crafts, Protective, and Custodial Schedule of this chapter, not excluded from this chapter by section 1082 (7) of this title, shall be placed in corresponding grades of the General Schedule as set forth below:

"(b) The rates of basic compensation of officers and employees to whom this section applies shall be initially adjusted as follows:

"(1) If the employee is receiving a rate of basic compensation in the Crafts, Protective, and Custodial Schedule which is less than the minimum scheduled rate of that grade in the General Schedule in which his position is placed, his compensation shall be increased to such minimum rate;

"(2) If the employee is receiving a rate of basic compensation in the Crafts, Protective, and Custodial Schedule which is equal to one of the scheduled or longevity rates of that grade in the General Schedule in which his position is placed, he shall receive a rate of basic compensation at such scheduled or longevity rate;

"(3) If the employee is receiving a rate of basic compensation in the Crafts, Protective, and Custodial Schedule at a rate between two scheduled or two longevity rates, or between a scheduled rate and a longevity rate, of that grade in the General Schedule in which his position is placed, he shall receive a rate of basic compensation at the higher of such two rates;

"(4) If the employee is receiving a rate of basic compensation in the Crafts, Protective, and Custodial Schedule in excess of the maximum longevity rate of that grade in the General Schedule in which his position is placed, he shall continue to receive basic compensation without change in rate until (A) he leaves such position, or (B) he is entitled to receive basic compensation at a higher

rate by reason of the operation of this chapter; but when such position becomes vacant the rate of basic compensation of any subsequent appointee shall be fixed in accordance with this chapter.

"(c) The conversion to grades of the General Schedule of positions covered by this section, and the initial adJustments in compensation as prescribed herein, shall not be construed to be transfers or promotions within the meaning of section 1132 (b) of this title, and the regulations issued thereunder."

REGULATIONS

Section 13 (b) of Pub. L. 85-462, provided that: "The Civil Service Commission shall exercise its authority to issue such standards or regulations as may be necessary for the administration of subsection (a) of this section

[amending paragraphs relating to Grades GS-5 and GS-7]."

§ 1113. Rates of basic compensation. (a) Governing schedules.

The rates of basic compensation with respect to officers, employees, and positions to which this chapter applies shall be in accordance with the compensation schedule contained in subsection (b) of this section.

(b) Compensation schedule for General Schedule.

The compensation schedule for the General Schedule shall be as follows:

1960 Subsec. (b).

Pub. L. 86-568 increased compensation rates in all grades an average of 7.5 percent. 1962 Subsec. (b). Pub. L. 87-793 increased basic compensation in two successive steps, one effective for the period beginning on the first day of the first pay period beginning on or after the date of enactment of Pub. L. 87-793, and the other to become effective on the first day of the first pay period beginning on or after Jan. 1, 1964, and thereafter. The rates in effect prior to the enactment of Pub. L. 87-793 are as follows:

1958 Subsec. (b). Pub. L. 85-462 amended subsec. (b) generally to increase compensation rates in all grades an average of 10.1 percent.

1955 Subsecs. (b), (c). Act June 28, 1955, increased compensation rates in all grades 7.5 percent.

1954 Subsec. (a). Act Sept. 1, 1954, §109 (a), abolished crafts, protective, and custodial schedules.

Subsec. (c). Act Sept. 1, 1954, § 109 (c), redesignated former subsec. (d) as (c) and omitted reference to subsec. (c). Former subsec. (c), which provided a compensation schedule for crafts, protective, and custodial schedule, repealed by Act Sept. 1, 1954, § 109 (b).

1951-Subsecs. (b), (c). Act Oct. 24, 1951, amended provisions generally to increase compensation rates in all grades, with such salary increases limited to $800 per

annum.

EFFECTIVE DATE OF 1964 AMENDMENT

Section 501 of Pub. L. 88-426 provided that: "(a) Except to the extend provided in subsections (b) and (c) of this section, this Act [see short title note under this section] and the increases in compensation made by this Act shall become effective on the first day of the first pay period which begins on or after July 1, 1964.

"(b) Section 204 of this Act [amending section 31 of title 2], relating to increases in compensation for Members of Congress, shall become effective at noon on January 3, 1965.

"(c) Notwithstanding any other provision of this Act (but except as otherwise provided in subsection (b) of this section)

"(1) no rate of compensation which is equal to or in excess of $22,000 per annum shall be increased in any amount, by reason of section 202 of this Act [enacting section 932g of this title and section 61a-2 of Title 2, amending section 72a of Title 2, enacting provisions set out as notes under sections 60a and 60f of Title 2, and amending Rule XI of the Rules of the House of Representatives] until the first day of the first pay period which begins on or after January 1, 1965; and

"(2) no rate of compensation which is less than $22,000 per annum shall be increased to an amount per annum in excess of $22,000, by reason of section 202 [enacting section 932g of this title and section 61a-2 of Title 2, amending section 72a of Title 2, enacting provisions set out as notes under sections 60a and 60f of Title 2, and amending Rule XI of the Rules of the House of Representatives] or 203g of this Act [enacting sections 61a, 61e and 273a of Title 2], until the first day of the first pay period which begins on or after January 1, 1965.

"(d) For the purpose of determining the amount of insurance for which an individual is eligible under the Federal Employees' Group Life Insurance Act of 1954 [chapter 24 of this title], all changes in rates of compensation or salary which result from the enactment of this Act shall be held and considered to be effective as of the date of such enactment [Aug. 14, 1964]"

EFFECTIVE DATE OF 1962 AMENDMENT Amendment of section by Pub. L. 87-793 effective on the first day of the first pay period which begins on or after Oct. 11, 1962, see section 610 of Pub. L. 87-793, set out as a note under section 1105 of this title.

EFFECTIVE DATE OF 1960 AMENDMENT Section 122 of Pub. L. 86-568 provided that: "The foregoing provisions of this title [enacting section 932e of this title, amending this section and sections 2091, 2252 and 3002 of this title, sections 867 and 870 of Title 22, Foreign Relations and Intercourse, section 753 of Title 28, Judiciary and Judicial Procedure, sections 4103, 4107 and 4108 of Title 38, Veterans' Benefits, and sections 971, 972, 973, 974 and 981 of Title 39, The Postal Service, and enacting notes set out under this section and section 2252 of this title, sections 60a and 60f of Title 2, The Congress, section 590h of Title 16, Conservation, section 867 of Title 22, sections 603 and 604 of Title 28, and section 971 of Title 39] and the provisions of section 201 [enacting section 623g of this title and amending sections 1105 and 2205 of this title] shall become effective on the first day of the first pay period which begins on or after July 1, 1960."

EFFECTIVE DATE OF 1958 AMENDMENT Section 17 of Pub. L. 85-462, provided that: "(a) Except as provided in subsections (b) and (c) of this section, this Act [adding sections 364b and 932d of this title, and section 166b-2 of Title 40, Public Buildings, Property and Works, amending sections 944, 1105, 1112,

1113, 1161 and 1163 of this title, section 72a of Title 2, The Congress, sections 867 and 870 of Title 22, Foreign Relations and Intercourse, section 753 of Title 28, Judiciary and Judicial Procedure, former sections 3403, 3404, 3405, 3407, 3408 and 3411 of former Title 38, Pensions, Bonuses, and Veterans' Relief, former section 971 of Title 39, The Postal Service, and section 210 of Title 42, The Public Health and Welfare, and enacting notes set out under sections 1112 and 1113 of this title, sections 60a, 60f, 61b, 72a and 273 of Title 2, section 1581 of Title 10, Armed Forces, section 867 of Title 22, sections 603 and 604 of Title 28, and former section 971 of Title 39] shall take effect as of the first day of the first pay period which began on or after January 1, 1958.

"(b) This section, the first section, and sections 4 (b), 4 (e), 4 (h), 4 (j), 4 (q), 4 (t), 5 (1), 5 (j), 7, 8, 9, 10, 11, 12. 13, and 14 [adding sections 364b and 932d (b) of this title and section 166b-2 of Title 40, amending sections 1105 (b), (e), (f)—(1), 1112, 1161 (a)-(f), and 1163 of this title, former sections 3404 (2) and 3405 (5) of Title 38, and section 210 (g) of Title 42, and enacting notes set out under sections 1112 and 1113 of this title, sections 601 and 72a of Title 2, and section 1581 of Title 10] shall take effect on the date of enactment of this Act [June 20, 1958].

"(c) Sections 5 (h) and 15 [amending former section 3411 of Title 38 and section 944 (c) of this title] shall take effect on the first day of the first pay period which begins on or after the date of enactment of this Act [June 20, 1958].

"(d) For the purpose of determining the amount of insurance for which an individual is eligible under the Federal Employees' Group Life Insurance Act of 1954 [chapter 24 of this title], all changes in rates of compensation or salary which result from the enactment of this Act shall be held and considered to be effective as of the date of such enactment [June 20, 1958]."

EFFECTIVE DATE OF 1955 AMENDMENT Section 13 of act June 28, 1955, provided that:

"(a) Except as provided in subsections (b) and (c) of this section, this Act [amending section 60f of Title 2, The Congress, sections 245a, 295b, 483-1, 517b, 611c, 932a (a), 932b, 1105, 1113 (b), (c), and 1124 of this title, section 1762a of Title 7, Agriculture, section 1138f of Title 12, Banks and Banking, section 753e of Title 28, Judiciary and Judicial Procedure, former section 15g (d) of Title 38, Pensions, Bonuses, and Veterans' Relief, and sections 2160 (a), 2253 (a) of Appendix to Title 50, War and National Defense, enacting section 932c of this title, enacting provisions set out as notes under sections 60a and 60f of Title 2, The Congress, sections 133z-15, 592a-2, 1105, and 1113 of this title, sections 867 and 1461 of Title 22, Foreign Relations and Intercourse, sections 603 and 604 of Title 28, Judiciary and Judicial Procedure, section 15b of former Title 38, Pensions, Bonuses, and Veterans' Relief, and former section 1021 of Title 39, The Postal Service, and repealing sections 152c, 171d-2, and 300e of this title, section 1702a of Title 12, Banks and Banking, sections 16b and 52a of Title 31, Money and Finance, section 984a of Title 33, Navigation and Navigable Waters, and section 1217a of Appendix to Title 50, War and National Defense] shall take effect as of the first day of the first pay period which began after February 28, 1955.

"(b) This section and sections 8, 10, 11, and 12 [amending section 1105 of this title, and set out as notes under section 1113 of this title, and former section 1021 of Title 39. The Postal Service] shall take effect on the date of enactment of this Act [June 28, 1955].

"(c) Subsections (e) and (f) of section 4 [amending section 60f of Title 2, The Congress, and set out as note under such section 60f] shall take effect on the first day of the second pay period which begins after the date of enactment of this Act [June 28, 1955].

"(d) For the purpose of determining the amount of insurance for which an individual is eligible under the Federal Employees' Group Life Insurance Act of 1954 [chapter 24 of this title], all changes in rates of compensation or salary which result from the enactment of this Act shall be held and considered to be effective as of the first day of the first pay period which begins on or after the date of such enactment [June 28, 1955]."
