UNITED STATES SENATE,

SUBCOMMITTEE OF THE COMMITTEE ON

AGRICULTURE AND FORESTRY,
Washington, D. C.

The subcommittee met, pursuant to call, at 10:30 a. m., in the committee room, 324 Senate Office Building, Senator George W. Norris presiding.

Senator NORRIS. We will come to order, please. This is a meeting of the subcommittee of the Committee on Agriculture and Forestry, appointed to consider S. 1539, a bill to amend the Tennessee Valley Authority Act of 1933. Since the bill is short, I think we will put it in the record at this point. (The bill is as follows:)

[S. 1539, 77th Cong., 1st sess.]

A BILL To amend the Tennessee Valley Authority Act of 1933.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Tennessee Valley Authority Act of 1933 be, and the same is hereby, amended by adding to said Act a new section to read as follows:

"SEC. 32. Hereafter, the Cumberland River, its tributaries, and the Cumberland River Basin shall be included in the provisions of the Tennessee Valley Authority Act of 1933, as heretofore amended, or as it may hereafter be amended. The Tennessee Valley Authority shall exercise the same jurisdiction and power over the Cumberland River, its tributaries, and the Cumberland River Basin as over the Tennessee River, its tributaries, and the Tennessee River Basin, and all of the provisions of said Act that apply to the Tennessee River, its tributaries, the Tennessee River Basin, and the Mississippi River Basin, shall likewise and with like force apply to the Cumberland River, its tributaries, and the Cumberland River Basin."

I have had quite a number of inquiries from people who wish to be heard, some of whom cannot be here today, asking when the hearings will close. I would like to state that the hearings will not close until everybody has had an opportunity to be heard, no matter what his ideas may be, either in favor of or opposing the bill.

Is there anyone here representing the War Department? response.) Or the Board of Engineers?

(No

Is there anyone here who wishes to be heard as a witness and who wants to get away? We will try to accommodate such persons if there are any.

Mr. HERMAN BAYLESS, of Cincinnati, Ohio. Mr. Chairman, unfortunately I have to attend a labor conference in Buffalo tonight, so I would like to get away as soon as possible.
