PUBLISHERS' PREFACE.

In this volume we again republish, in addition to the regular matter, the Act of Congress establishing the Circuit Courts of Appeals, annotated with all pertinent decisions down to the present time; and also the compiled Court Rules for all the circuits, with amendments and annotations. Rules regulating practice in criminal cases, under the Act of January 20, 1897 (post, xxvii.), will be published upon their promulgation in the various circuits.
