IV. Because every just purpose which the appointment of Commiffioners can reach, might, without expence to the Public, have been attained, by calling for the Reports of the officers of His Majefty's land revenue, to whofe skill, diligence and integrity, no exception has been made.

The King went to the House of Lords, and made the following Speech to both Houses of Parliament.

"Mr. Speaker,

"The King commands this honourable Houfe to attend "His Majefty immediately in the Houfe of Peers."

The Speaker with the House went up, and His Majesty was pleafed to make a most gracious Speech from the Throne to both Houses of Parliament, as followeth, viz.

"My Lords, and Gentlemen,

"I cannot close this feffion of Parliament without ex"preffing the particular fatisfaction with which I have ob"ferved your diligent attention to the public bufinefs, and "the measures you have adopted for improving the refources of the country.

"Gentlemen of the Houfe of Commons,

"I thank you for the fupplies which you have granted "for the fervice of the current year, and for the provifion

you have made for difcharging the incumbrances on the "revenue applicable to the ufes of my civil government: "the moft falutary effects are to be expected from the plan "adopted for the reduction of the national debt; an object "which I confider as infeparably connected with the effen"tial interefts of the Public.

"My Lords, and Gentlemen,

"The affurance which I continue to receive from abroad "promise the continuance of general tranquillity.

"The happy effects of peace have already appeared in "the extenfion of the national commerce; and no measures "fhall be wanting on my part which can tend to confirm "thefe advantages, and to give additional encouragement to the manufactures and industry of my people."

And

Then the Earl Bathurft, Speaker of the House of Lords, by His Majefty's command, faid,

"My Lords, and Gentlemen,

"It is His Majefty's royal will and pleasure, that this "Parliament be prorogued to Thurfday the 14th day of "September next, to be then here holden; and this Parlia"ment is accordingly prorogued to Thurfday the 14th day "of September next."

The favourable Reception it has met with during the whole of the two laft Parliaments, not only demands the moft grateful Acknow ledgements of the Editors, but encourages them to a Continuation of the fame through the prefent Parliament. For this Purpofe, and to prevent Mifreprefentation, they beg leave again to folicit the Affiftance of their former Friends, and every other Gentleman. A ftrict Attention will be paid to all their Commands and Favours; nor will any Affiduity or Care be wanting to preserve that Truth and Accuracy, for which this Work has hitherto been distinguished.

To thefe have been prefixed, at the Defire of many Perfons, a Collection of authentic Papers refpecting the Dif pute with America before the Commencement of Hoftilities, from the Refolu tions which gave rife to the Stamp Act in 1764, to the Battle of Lexington in 1775.
