1) CPB, in consultation with public broadcast stations, shall undertake a study to determine the manner in which personal services of volunteers should be included in determining the level of NFFS. Study to be completed within 180 days after effective date of enactment and presented to GAO for approval. The value of such services for purposes of matching may not exceed five percent of each station's total NFFS in each fiscal year. CPB is to complete its study and receive GAO approval of its proposed valuation standards prior to the inclusion in NFFS of volunteer services by the stations. (Sec. 397 (9))
