Foreword

The United States Government Manual is the official handbook of the Federal Government. It describes the purposes and programs of most Government agencies and lists top personnel. Briefer statements are included for the quasi-official agencies and certain international organizations.

Department and agency descriptions emphasize programs and activities rather than internal agency structure. Most departments and agencies have included a summary paragraph that appears after the personnel listing. This paragraph briefly describes the agency's role in the Federal Government.

A feature of the 1977/78 Manual is a reference to the Federal Register or Code of Federal Regulations in which the most recent statement of organization has been published by the agency. Persons interested in the detailed organizational structure of a department or agency should refer to these statements, which are published in accordance with 5 U.S.C. 552.

A continuing feature of the Manual is a special section carrying important changes which occurred too late to be included in the text of the Manual. See Table of Contents entry "Recent Changes."

The 1977/78 Manual was prepared under the editorial direction of Martha B. Girard, Director, Presidential Documents Division. The Chief Editor of the Manual was Richard L. Claypoole.
