3 World War I, II, and Korean conflict widows or children on pension rolls prior to July 1, 1960, may elect pension income limitations and rates applicable at that time. (Income limit: $1,400 if single; $2,700 with dependents. Rates: Widow only, $50.40; widow with 1 child, $63.00; each additional child, $7.56. No widow, 1 child, $27.30; no widow, 2 children, $40.95; no widow, 3 children, $54.60; each additional child, $7.56.)

Discretionary authority is granted VA for a finding on net worth of a widow or child which could lead to a determination that the applicant is not eligible for pension because of such net worth.

In determining annual income, all payments from any source (including waived income) are included except: (1) Payments of the 6-months' death gratuity; (2) donations from welfare organizations; (3) VA payments of pension, compensation, dependency and indemnity compensation, insurance or servicemen's indemnity; (4) social security lump sum death payments; (5) retirement benefits equal to contributions; (6) amounts equal to amounts paid for the veteran's just debts and expenses of last illness and burial not reimbursed by the Veterans Administration; (7) proceeds of fire insurance policies; and (8) earned income of children.
