1. PRINCIPLES

a. OEA is to assure that meaningful Federal assistance is delivered to each Defense-impacted community in accordance with a feasible plan developed jointly by the community and the EAC.

b. The plan, wherever practicable, must encourage job generation in the private sector through maximum reliance on private, State and local resources with only essential "seed" inputs of Federal resources.

c.

The plan must fix major responsibility for economic conversion on community leadership with strong EAC assistance.

d. The EAC role will be heaviest at the initiation of an economic adjustment program and will diminish as local leadership assumes responsibility for the effort.

e. EAC involvement will terminate completely when the conversion effort's success is clearly visible.

f.

The appropriate Federal Regional Council will assume responsibility for completing EAC community programs on formal termination of EAC involvement.

The Chairman of the EAC is the primary point of contact between the EAC and the Director of the OEA. He is responsible for: (1) recommending objectives, policies, and programs to the EAC for decision; (2) providing leadership to the EAC; (3) rendering advice and counsel to the President of the United States on community economic impacts; and (4) representing the EAC as the top-level point of contact with external groups and individuals including Members of Congress.

Presides at meetings of the EAC and directs the scheduling and planning of these meetings;

Provides leadership to the EAC exercising its responsibilities to the President of the United States, the Congress and the general public.

Recommends policies and regulations to the EAC for decision;

Participates with other members of the EAC in approving specific objectives and strategies;

Approves the OEA organization and specifies the delegation of authority among key executives;

Determines and oversees in collaboration with the Executive Director of OEA, the administration of executive utilization and compensation; and

Resolves critical problems affecting the operation of the
EAC with the Executive Director of OEA.

EXECUTIVE DIRECTOR, OEA

The Executive Director is the Chief Executive responsible for the day-to-day operations and functions of the OEA. In fulfilling his duties, he acts as the focal point for the management and control of all activities of the OEA. He is responsible for: (1) providing the Chairman of EAC with all necessary policy recommendations, management appraisals, and other support requested by the Chairman; (2) administering approved policies, regulations and programs to meet the objectives and legally established requirements as applicable, and (3) monitoring and coordinating activities of the staff of the OEA. He provides overall operational leadership and direction to all major organizational elements of the OEA.

c. Specific Responsibilities

Oversees the implementation of EAC policy decisions and advises the Chairman of the results of actions and decisions made by the OEA;

Recommends major long-term and short-range operational objectives and goals to the Chairman;

Develops, gains approval for, and executes major programs to achieve compliance with the President's goals, policies and budget recommendations;

Attracts and develops an effective management team together with the necessary management processes to ensure continuing, effective operation of the OEA;

Identifies immediate issues and problems to be resolved and takes whatever steps are necessary to resolve the problems;

Reviews and approves short and longer range objectives,

plans, programs of all major staff offices and monitors. progress against them;

Reviews and approves all staff appointments according to
Civil Service Regulations;

Recommends major staffing plans;

Recommends actions to the EAC on important questions and issues that affect the Economic Adjustment Program.

4. DIRECTOR, PROGRAM MANAGEMENT

a. Functions

recruitment, program analysis and overall coordinating arm of the Office of Economic Adjustment. In addition, the Director for Program Management oversees the public information functions of the OEA and all internal OEA administrative functions. The Director for Program Management also serves as Deputy Executive Director of the Office of Economic Adjustment.

Assures availability of "early warning" data on community

impacts for planning purposes within DoD.

Strengthens program resources by enlisting support of appropriate national public interest groups, professional and business associations, labor unions and other national groups.

Improves quality of Federal resource inputs to EAP through intensive coordination of EAC matters with all EAC member departments

Prepares all reports on status, progress and problems of EAP as a whole, including:

(1) An annual evaluative report for transmittal by the EAC Chairman to the President;

(2) Quarterly expository reports for transmittal by the EAC Chairman to the Domestic Council and the OM&B;

(3) Quarterly regional evaluative reports for transmittal
by the Executive Director of OEA to the Federal Regional
Councils and OM&B.

Monitors program progress by the community, by region and for the Economic Adjustment Program as a whole.

Furnishes information to the general public and Members of Congress and publicizes EAC and OEA activities.

Develops principles, standards, policies and procedures governing overall organization and management systems.

The Director for Program Development is OEA's research and analysis arm for each community economic adjustment program. In addition, he performs on-site surveys of communities served by the EAC and, in connection therewith, performs all necessary coordination with Federal team participants and staffs of affected Congressional delegations. This Directorate prepares "macro" analyses on the economic environment affecting the EAP as a whole. The primary function of the Directorate is to develop recovery strategies for all communities served by EAC.
