PROCEDURE ON CONDUCT OF HEARINGS

Mr. HARE. The subcommittee has convened this morning for the purpose of hearing justifications for appropriations for the Department of Labor-Federal Security Agency, and other related agencies. It is indeed pleasing to me to find that our subcommittee consists of the same personnel as last year, and your chairman is glad to be placed on record as saying that he had the most wonderful assistance and eperation on the part of the various members of the subcommittee. I bespeaks your continued thoughtful and generous consideration.

We have with us the Secretary of Labor. I assume, Madam Secretary, that you would desire to make a general statement pertaining to the activities of your Department for the past year and the contemplated activities during the coming year.

Secretary PERKINS. Yes, sir; if that is suitable to you.

GENERAL STATEMENT ON ACTIVITIES AND ACCOMPLISHMENTS

Secretary PERKINS. I want to thank you, first for taking up the budget of the Labor Department so early in the year, because it gives us certain assurances that once this part of the work is over, we shall be able to proceed with the operations of the next fiscal year with some understanding of what we are likely to have to work on.

Mr. HARE. I should probably have said at the outset, in apology to a few members of the subcommittee, that this hearing was moved up about 2 weeks with the idea that possibly there would be a recess of the Congress about Easter time. The apology is due particularly to Judge Tarver and Mr. Thomas. Judge Tarver is chairman of the subcommittee on appropriations for the Department of Agricul
