For positions at any grade the amount of experience shown will not in itself be acceptable as proof of qualifications. Applicants must demonstrate that they have the knowledges, skills, and abilities to perform the duties of the position at the levels for which they apply. For each successively higher grade of position, applicants must show more responsible and higher level experience. Applicants must have obtained experience to the extent of five years for grade GS-9 and six years for grades GS-11 and GS-12. Recent experience is considered more valuable than experience acquired several years ago and, although both kinds are acceptable as qualifying, recent experience may be given additional credit in assigning ratings. Substitution of education for experience: Education above the high school level in an accredited institution may be substituted for the required practical mining experience on the basis of one academic year of education for nine months of experience, up to a maximum of four years of education for three years of experience. WRITTEN TESTS Applicants for the position of Coal Mine Inspector must pass a written examination which will test knowledges and skills necessary for successful implementation of the Federal Coal Mine Health and Safety Act. This test will also measure ability to solve arithmetic problems as applied to mine safety, ability to prepare and understand written reports, and knowledge of the principles of mining and mine safety, including knowledge of first aid as taught in the mining industry. Applicants for the position of Coal Mine Electrical Inspector are required to pass a written test to measure their technical knowledge of electricity as applied to mining. To be considered for both positions of Coal Mine Inspector and Coal Mine Electrical Inspector, applicants must take both tests. The separate tests for these positions may be held at different times. Therefore, applicants should indicate on their application cards (see last page) the kind of positions they wish to be tested for. The written examination for Coal Mine Inspector will require 4 to 6 hours in the examining room. The written examination for Coal Mine Electrical Inspector will require approximately 1 hours in the examining room. (Sample test questions will be sent to competitors with the notices of admission to the written tests.) PHYSICAL REQUIREMENTS In view of the arduous physical demands imposed by the strenuous duties to be performed, applicants must be physically capable of performing all of the duties involved. Employees must work irregular and extended hours and are subject to all the dangers inherent in mining. Any structural or functional limitations or defects which tend to interfere with a high degree of physical activity and efficient performance of the duties will disqualify an applicant for appointment. The demands of mine inspection work necessitate high physical standards. These standards are specific and detailed to a considerable degree, and are too lengthy to be given in detail in this announcement. However, any applicant may obtain a copy of the complete physical standard from the Interagency Board of U. S. Civil Service Examiners for Washington, D. C., 1900 E Street, N. W., Washington, D. C., 20415. A rigid physical examination will be made by a physician designated by the Bureau of Mines. Costs of this examination together with consultations as ordered by the Bureau of Mines will be borne by the agency. Applicants who are offered appointment must pay their own travel expenses in reporting for the physical. If they are found ineligible because of physical defects, they cannot be appointed. OTHER REQUIREMENTS A stamina test and a road test may be required, prior to appointment. The stamina test is to determine if the applicant is physically able to perform the arduous duties required of mine inspectors. The road test will be given to determine if applicants possess the ability to drive an automobile, which is essential to the proper performance of the job. Applicants who fail the stamina test or the road test will not be appointed, and will not be given the tests again on the same certification. However, their names will be restored to the list of eligibles for subsequent certification and consideration for appointment. Applicants who fail either test a second time will be considered unqualified for the position and their names will be removed from the list of eligibles. PERSONAL INTERVIEW Eligible competitors will be given a personal interview prior to appointment. BASIS OF RATING GS-9 Coal Mine Inspector only: Applicants for this grade and position only who meet the minimum experience requirements and pass the written test battery will be given numerical ratings based upon their scores on the written examination. GS-11 & GS-12 Coal Mine Inspector, and all grades for Coal Mine Electrical Inspector: Applicants for these grades and positions who meet the minimum experience requirements and pass the appropriate written tests will be given numerical ratings based upon a combination of the rating attained on the tests and an evaluation of their experience backgrounds. Ratings assigned to experience backgrounds will be determined from an evaluation of the applicants' employment record as described in their personal qualifications statements and other information which may be secured by the Board of Examiners. It will be to the applicant's advantage to give a clear and detailed description of any pertinent experience and training he may have gained. Supplemental Experience Questionnaires will be furnished for this purpose. LIST OF ELIGIBLE COMPETITORS The lists of eligibles established as a result of this examination announcement will supersede the lists established under Announcement No. WA-09-6 of 1966. Persons who attained eligibility under Announcement No. WA-09-6 and have not yet been appointed should apply under this new announcement if they still wish to be considered for these positions. Unless terminated earlier, the term of eligibility under this announcement is one year, beginning with the date of the notice of rating. For continued eligibility, eligible applicants must submit up-to-date information about their qualifications after 10 but not more than 12 months of eligibility.
