REGULATION REVENUES

Chart 3 shows the revenues for fiscal year 1974. As you can see at the bottom, they will total $36,141,000.

This will result as rules are changed effective June 1, 1973. We have been on a program of trying to provide for essentially full cost recovery in the licensing area and these increased revenues reflect the continuing change in this direction.

TREND IN NUCLEAR POWER REACTORS

Chart 4 shows the changing trends in nuclear power reactors and you can see that the trend lines are all up. Particularly we note that in the current years in the bottom part of the chart (1972, 1973, and 1974) that the operating licenses are rising on a dramatic incline. Today there are 30 nuclear power reactors operating. This has increased significantly from the last time we reported to the committee, which I will show you a little bit later.

In addition, the middle part of the chart shows the reactors that are under construction and the top part shows the very dramatic increase in the new applications coming in, requesting a construction permit.

This is one of the main reasons why we are here with an increase in our budget. That is because of the increasing volumes which we constantly see.

Chart 5 shows the issues which we must face. The reactors are larger now, the issues are more complex. We have such problems as ECCS and other matters which we must work with.

Chart 6 shows another responsibility that has come to our program and that is the need to consider the review of antitrust questions which we have just begun. The first prehearing conference, as a matter of fact, will be held this month and other antitrust hearings will continue. This is an area of increasing responsibility.

I would say that this, plus the environmental activity brought on by the National Environmental Policy Act, and the Calvert Cliffs decisions are new responsibilities we must address our attention to.
