to the Commandant of the Marine Corps (Code CHE) quantities of all items for which approval of the loan is recommended. The Commandant of the Marine Corps (Code CHE), upon receipt of such requests, shall determine the availability of the items and the source of supply as to the quantities of items authorized to be loaned.

(3) In all cases involving surplus real property, the organization commander receiving the request shall submit the request to the Commandant of the Marine Corps (Code CHE) for a determination of availability.

b. In no case will a determination of non-availability be made under this paragraph unless fully justified.

c. Where tentage is required due to non-availability of unoccupied barracks, approval for loan and the types of tentage to be made available will be made by the Commandant of the Marine Corps.

6. PROCESSING OF LOAN

a. After the commanding officer of the Marine activity has received information as to the availability of the property for which loan is requested he shall notify the requesting veterans' organization of the following:

(1) That no compensation will be required by the Government for the use of the property.

(2) That no expense shall be incurred by the United States in the loan of the property.

(3) The items and quantities available for loan and the source from which supply of the property will be effected.

(4) The estimated costs which will be required to be paid by the organization to cover transportation of the property from source of supply to destination and return.

(5) That bond is required to be furnished to insure the return of government property to the United States Marine Corps in the same condition as that in which it existed on the date of commencement of the loan (in the case of General Supply Items, this amount will be equal to the total value of the items based on current prices indicated in price supplements to Marine Corps stock lists).

(6) That the veterans' organization shall furnish sufficient guards and such other personnel as may be necessary to protect, maintain, and operate the property involved in the loan.

(7) That the veterans' organization shall pay all charges for water, gas, heat, and electric current, if furnished, based on meter readings or such other methods as may be determined.

(8) That any barracks building or barracks loaned will be utilized in place and not be moved.

(9) That the period of the loan is limited to 15 days from date of delivery to the organization, except under unusual

circumstances.

(10) That used property will be loaned in all cases when available.

(11) That upon termination of use, the veterans' organization shall vacate the premises loaned, remove all of its Own property therefrom, and turn over all government property in accordance with the procedures described in paragraph 7.

(12) That costs of renovation and repair after use at the conventions will be at the expense of the using organization and that renovation and repair will be accomplished in a manner agreed upon by the commanding officer of the Marine activity handling the request so as to expedite the return of the items.

(13) That any transportation costs in connection with the repair and renovation of the property will also be at the expense of the using organization.

b. When the veterans' organization has been made aware of the conditions under which the loan will be effected, an agreement will be executed by the local commanding officer of the Marine Corps activity and the veterans' organization embodying the conditions listed. above.

c. When the agreement has been executed and the bond furnished, the local Marine Corps commanding officer shall prepare requisitions on the sources of supply indicated by the Quartermaster General. Such requisitions will indicate that shipment is to be made to the destination furnished by the veterans' organization, transportation charges collect, for the account of the property officer appointed in accordance with paragraph 7. One copy of each requisition will be forwarded to the Commandant of the Marine Corps (Code CS).

7. SUPPLY OFFICER. The supply officer of the Marine Corps activity authorized to make loan of government property to veterans' organizations as prescribed in the foregoing paragraphs shall maintain an

account of all property furnished to veterans' organizations using invoice and receipt forms used in transferring property to the custody of a veterans' organization as a basis for accountability. The supply officer shall be responsible for obtaining from the receiving organization the necessary copies of the receipted forms based upon a joint inventory. The supply officer is further responsible for the following:

a. Maintaining liaison with the using veterans' organization during the period of utilization of loaned government property.

b. Preparing, in cooperation with representative of the veterans' organization, a joint inventory of property being returned. Such joint inventory will serve as the basis for a final receipt at the expiration of the loan and all copies will be certified as to correctness, both by the supply officer and the representative of the veterans' organization with whom the inventory is taken.

c. Insuring that all returned property is shipped at the expense of the using organization to the source of supply directly or through repair facilities at the close of the convention. Shipping documents covering such shipments will be prepared by the property officer and will clearly indicate the convention from which return has been effected.

d. Determining the cost of and making formal demand upon the using veterans' organization for the following:

(1) Items lost, destroyed or damaged beyond prospect of economical repair.

(2) Costs of renovation or repair of items accomplished at government repair facilities. Estimated costs will be obtained from such facilities as soon as practicable for the purpose of making demand for payment.

8. COLLECTIONS. Collections made by the supply officer will be reported and the proceeds deposited with the local Marine Corps disbursing officer. If payment is not received within a reasonable time, the matter will be submitted to the Commandant of the Marine Corps (Code COP) for appropriate action. All collections under these provisions for loan of government property will be credited to the applicable miscellaneous receipt account..

54407 LOCKERS, TRUNK AND SUITCASES OG-107, ISSUED TO WARRANT/ COMMISSIONED OFFICERS AND TO ENLISTED PERSONNEL IN PAY GRADES E-7, E-8 AND E-9

1. Lockers, trunk or suitcases, OG-107, issued to warrant/commissioned officers and

to enlisted personnel in pay grades E-7, E-8 and E-9 within the allowances prescribed by the Material Allowance List and Tables of Allowances, will be accounted for in the following manner:

a. Issue will be made on the basis of a signed receipt, the original of which will be retained in the files of the issuing activity as a supporting document to the adjustment voucher dropping the item. Adjustment vouchers will include thereon the name, rank, and service number of the individual to whom the issue was made.

b. Adjustment vouchers dropping lockers, trunk or suitcases, OG-107, issued to eligible personnel as indicated above, will be approved by the commanding officer, who shall indicate on the face of the certificate that entry of such issue has been made in the Officer's Qualification Record or the Service Record Book of the individual as appropriate. Such entry shall be dated and entered on page 3 of the Officer's Qualification Record or page 11 of the Service Record Book. Upon reenlistment, the entry shall be transcribed into the new Service Record Book.

2. Suitcases, OG-107, issued under these provisions may be retained for use by the individual concerned as long as eligibility for the original issue exists, or until separated from the Marine Corps. Suitcases recovered from personnel will be taken up on the property records by adjustment voucher approved by the commanding officer, noting there on the date of the original issue, the name of the individual from whom recovered and the fact that entry in the Service Record Book has been deleted.

3. Lockers, trunk issued under these provisions will be retained by the individual unless such individual is discharged from the Marine Corps under conditions other than honorable; if such is the case, the recovery procedure outlined in paragraph 54407.2 will be utilized.

4. Lockers, trunk, or suitcases, OG-107, issued to chief petty officers of the Navy in accordance with allowances established in Tables of Allowances, will be accounted for and recovered in the same manner as other organizational property.

54408 GARRISON EQUIPMENT ISSUED

FLEET MARINE FORCE UNITS

1. Unless specifically authorized in each case by the Commandant of the Marine Corps, station property and such additional articles as may be authorized for garrison use, will not be taken into the field.

(1) When in the stock of a supply establishment, such property will be counted for in the same manner as provided for all other property.

(2) A Marine Corps activity maintaining an established recreation fund, will account for property as prescribed in NAVEXOS-P-1319 (Accounting Systems for Military Recreation Funds).

(3) A Marine Corps activity not maintaining an established recreation fund, will account for property in the same manner as provided for all other property. When a Marine Corps activity participates in a recreation fund, of another service, or other comparable nonappropriated fund activity, all or any such property may be transferred to that service without reimbursement, subject to local agreement by the commanding officers.

2. Government owned standard firearms furnished for recreational purposes will be accounted for on a Marine Corps property record.
