any claims filed, shall be forwarded to the commandant of the naval district in which the accident occurs, attention District Legal Officer. The foregoing is applicable whether or not the commandant of the naval district is part of the normal administrative chain of command for the activity concerned. In cases where accidents occur in areas which are not within the geographical limits of any naval district, the commanding officer shall promptly forward such reports to the Judge Advocate General of the Navy. A copy of all investigative reports which involve death to Marine Corps military personnel shall be submitted to the Commandant of the Marine Corps (Code DN).

7. The situation arises occasionally after a collision between a Navy and Marine Corps vehicle and a private vehicle in which the owner or insurer of the latter admits liability and expresses the desire to have a private garage make all repairs to the Navy or Marine Corps vehicle which are necessary to place it in as good condition as before the accident. Repairs may be effected at the expense of the individual causing the damage, or his insurer, in private garages, when deemed to be in the public interest, subject to the condition that the repairs are completed to the entire satisfaction of the responsible officer concerned. Such procedure may be followed without awaiting the submission of the official report of the investigation. Such report should however, be made in accordance with Navy General Claims Regulations in the Navy Supplement to the Manual for Courts Martial. On receipt of the report, accompanied by a statement as to the cost of repairs and showing all damages have been satisfactorily repaired, a proper release of claims will be executed by the Judge Advocate General. It will be forwarded promptly either to the District Legal Officer, or, on request, to the party paying for the repairs, or to his insurance carrier, as may be desired. Private vehicles which have been damaged by government vehicles will not be repaired by Marine Corps activities except by authority of the Secretary of the Navy.

58056 FIRE AND SAFETY PRECAUTIONS

1. Local civil traffic regulations shall be complied with at all times unless a traffic officer or military police specifically directs otherwise.

2. The following precautions shall be observed to prevent fires:

a. No vehicle will be operated unless free of gasoline leaks.

b. Artificial light other than electrical incandescent or fluorescent types will not be

used in connection with examination or repair. Artificial light will have an approved type of protector to prevent accidental breakage of the bulb in the presence of flammable vapors or other flammable materials.

c. Smoking will not be permitted in shops, garages, or parking areas except in specially designated areas or rooms when such practice is safe. Smoking will not be permitted on or within 50 feet of a vehicle transporting flammable liquids, ammunition, or other materials of similar or greater fire hazard, or while the vehicle is in the presence of flammable vapors, such as at time of gasoline filling operations or during periods of examining or repairing the engine or fuel systems, or when the vehicle is inside a building. "NO SMOKING" signs will be conspicuously posted where necessary. "SMOKING PERMITTED'' signs should also be displayed in areas where smoking presents no hazard.

d. Vehicles being supplied with gasoline, or not in use and unattended, will have the motor stopped and the parking or emergency brake applied.

e. Storage of fuels, paints, lubricants, flammable cleaning solvents, rags stained with paint or oil, or other similar flammable materials used in shops or garages will be kept to a minimum and in covered metal containers and handled, used and disposed of in a manner that will reduce the danger of fire to a minimum.

f. Trucks loaded with combustible waste scheduled for local disposal will be unloaded before parking for the night.

g. Gasoline will not be used for cleaning purposes.

h. Every vehicle powered by an internal combustion engine will be equipped with a serviceable approved fire extinguisher of the dry chemical gas pressure, carbon dioxide or other type suitable for extinguishing flammable liquid fires. Extinguishers will be protected from damage, securely mounted in an excessible place and kept in good operating condition at all times.

3. The following safety precautions shall be observed:

a. Guards, flares, lights, or flags will be posted to warn drivers of other vehicles when a vehicle is halted in a dangerous position. All busses and military vehicles except passenger vehicles with a rated capacity of nine or less persons and cargo carrying vehicles with rated capacity of I ton or less will be equipped with guards, flares, or lights plus flags when operating over public highways beyond the limits of military reservations.

58150 GENERAL

PART D: SUPPLY

1. The Quartermaster General of the Marine Corps will be responsible for and will prescribe the methods for issue of vehicles, parts, tools, and equipment.

58151 REQUISITION FOR VEHICLES

1. Requisitions for vehicles shall be submitted to the supply activity designated as the source of supply. In every instance the authorized allowance, number of units an order and on-hand figure shall be shown. The onhand figure shall include both amounts in use and in store. There shall also appear on the requisition the authority establishing the allowance. If vehicles requisitioned are within allowances and on-hand, the cognizant supply activity will furnish the vehicles, unless specifically prohibited from so doing by higher authority. Requisition for vehicles in excess of authorized allowances or not authorized by current allowance publications will be submitted via the chain of command to the Commandant of the Marine Corps stating the need. Complete descriptions must accompany requisitions for new T/A vehicles. 58152 REQUISITION FOR SPARE PARTS

1. Requisitions for motor vehicle spare parts shall be made on Form NAVMC 25-SD to the cognizant supply activity and in accordance with instructions on reverse side. A separate requisition shall be prepared for each make or model of vehicle, except for common parts. All requisitions shall include for each article a column showing (1) authorized allowance, (2) amount on hand, (3) amount on order, and (4) amount required. Spare parts shall be ordered from the Catalog of U. S. Marine Corps Material, Motor Transport Division, Spare Parts, Accessories and Equipment or commercial catalog as appropriate. Spare parts will be requisitioned in accordance with allowances established by the Commandant of the Marine Corps. Requisitions for spare parts in excess of allowances will be forwarded to the Commandant of the Marine Corps (Code CSE) setting forth full justification. Each requisition will be prepared with the following subheadings:

a. Request all passenger-carrying vehicles separately by letter to the Bureau of Yards and Docks via the cognizant district commandant with copy of correspondence to the Bureau of Aeronautics.

b. Request all standard non-passenger motor vehicles by letter to the Bureau of Aeronautics via the cognizant district commandant.

c. Request all specialized aviation automotive equipment by letter direct to the Bureau of Aeronautics unless this conflicts with orders from the cognizant district command, in which case request will he submitted to same as in subparagraph b above.

3. Supply and maintenance responsibility defined above includes the vehicles for mobile internal security radio stations used with radios provided in accordance with existing Chief of Naval Operation's directives. It does not apply to Marine Corps equipment of fleet marine force units which through modification and application of electronic devices is identified as electronic equipment. Equipment including spare parts in this latter category is furnished by the Marine Corps. Maintenance responsibility, however, rests with the Bureau of Aeronautics.

58155 ACCOUNTABILITY FOR VEHICLES, SPARE PARTS AND ACCESSORIES

1. A record of the Marine Corps number, the chassis number, the cost, and the date of purchase of each vehicle on hand will be kept by the supply officer on whose property account such vehicle is carried. A Motor Vehicle Record Card, Form NAVMC 696b-SD, is furnished with each vehicle and remains in the possession of the supply officer on whose property account the vehicle is carried. On the reverse side of this form all transfers and final disposition are recorded. Supplementing the Motor Vehicle Record Card, a Motor Vehicle Data Card, Form NAVMC 696f-SD, is furnished to show makes, models, types and sizes of various units on the vehicle. Both forms accompany the vehicle throughout its service, being forwarded upon each transfer with the invoice. In the event Form NAVMC 696f-SD is not received with the vehicle, or is missing, the Commandant of the Marine Corps (Code CSE) will be so notified. The old motor will be turned over to the organization responsible for the base maintenance for rebuilding or disposition. When a motor is believed to be beyond economical repair it will be reported in accordance with the instructions contained in subparagraph 8.

2. When a motor vehicle is procured by purchase, or received from another depart

ment of the government, the Marine Corps number assigned to it will be clearly indicated on the invoice or papers used as a voucher to take up the vehicle on the property account. Numbers to be assigned vehicles will be requested from the Commandant of the Marine Corps (Code CSE). When a motor vehicle is transferred, surveyed or sold the Marine Corps number will be shown on the invoice, request for survey or sales voucher. The chassis number, motor number, the cost and date of purchase will also be shown on the invoice. When a vehicle is finally disposed of the data and record cards will be forwarded to the Commandant of the Marine Corps (Code CSE) by letter with final disposition entered on the cards.

3. When a motor vehicle received by transfer is improperly designated or numbered on the invoice, the receiving officer shall take it up under the vehicle's proper de signation and number and make notation on the receiving copies of the invoice and receipts as required by Chapter 54.

4. When the chassis and the body of a motor vehicle are received as separate items, they will be taken up on the property account separately. Upon being assembled the chassis and body will be dropped by certificate from the property account and the complete vehicle taken up on the same certificate under its proper designation.

5. Supply officers will keep a detailed record of the cost of maintenance of each motor vehicle in their charge and render a semiannual report thereof to the Commandant of the Marine Corps (Code CSE) on the SemiAnnual Motor Vehicle Report, Form NAVMC 696a-SD. The mileage traveled by all vehicles in use will be taken daily from the mileage recorders and recorded on the daily motor vehicle record, cn which will be shown the record of all gasoline, oil and grease furnished each vehicle.

6. Care will be taken to record all repairs, including repairs to tires, tubes, and accessories, replacements, and improvements chargeable to one vehicle separate from those chargeable to another. All issues of spare parts, tires, tubes, accessories, and paints, and other materials for the upkeep and repair of motor vehicles will be made on item receipts, using Form NAVMC 734-SD, in triplicate. The cost of each item issued will be shown on the receipts and the triplicate will be filed in the Motor Vehicle Memoranda Folder, Form NAVMC 696d-SD. The original and duplicate will be used for property accountability and shop record purposes. A separate receipt will be used for articles issued each vehicle, and the number and designation of the vehicle noted there on. When
