in triplicate, to the Director of the Marine Corps Reserve and Recruitment District on whose rolls the Reservist is carried. The Director of the Reserve and Recruitment District will endorse the request designating the supply source which should effect such sales, and forward the request to the latter office. One copy of such endorsement will be forwarded to the individual who submitted the request. In the above connection, a supply activity which is most proximately situated to the reservist's home address should be designated to effect the sale. If there is no Marine Corps supply source available near the reservist's home, the request will be forwarded, by endorsement, to the Commanding General Marine Corps Clothing Depot, Philadelphia, Pennsylvania or the Commanding General, Marine Corps Depot of Supplies, San Francisco, California, as appropriate, for supply action. In the case of female volunteer reservists, such requests will invariably be forwarded to the aforementioned depots, for supply action unless it is definitely known that the otherwise appropriate local supply activity maintains stocks of women's clothing.

3. Supply officers within the continental United States are authorized to requisition limited quantities of uniform materials and findings from the Philadelphia Depot for sale to individual officers.

4. Supply officers outside the continental United States are authorized to requisition limited quantities of uniform materials and findings for sale to individual officers. Requisitions should be submitted direct to the Commandant of the Marine Corps (Code CSD).

5. Sale of Marine Corps uniform material for the manufacture of uniforms for enlisted personnel is not authorized.

6. Officers submitting requests for materials and findings to the Philadelphia Depot will accompany such requests with checks or money orders made payable to the ''Treasurer of the United States'' and mailed to:

52115 OFFICERS' CLOTHING

1. Except when otherwise directed by the Commandant of the Marine Corps, officers are required to provide their own individual uniform clothing, and the furnishing of individual clothing to officers, on other than a sales basis, is not authorized.

2. Articles of organizational clothing authorized on a "per individual" basis in allowance publications may be issued to officers, within limits prescribed, on a memorandum receipt basis, when such articles are required in the performance of their official duties.

52116 FREQUENCY OF PREPARATION OF CLOTHING ABSTRACTS

1. Abstracts of Clothing Issued (NAVMC 575-SD (Rev)) reflecting issues made under the several authorities shall be prepared separately as described in the Annual Individual Clothing Regulations. These abstracts shall be prepared monthly or at more frequent intervals if desirable. However, only issues effected in a single calendar month shall be included on any one abstract.

2. Each abstract of clothing issued will be appropriately supported and will indicate on the face thereof the authority and the nature of the issues covered by such abstract. Only items of individual uniform clothing will be accounted for on these abstracts.

52117 SALE OF ARTICLES OF

CLOTHING THROUGH MARINE
CORPS EXCHANGES

1. Sale of articles of uniform clothing to Marine Corps Exchanges (except exchanges operated by reserve organizations) from stocks of the supply system, for resale to military personnel is limited to the following:

BELT, TROUSERS: web, khaki

BUCKLE: for belt, web, khaki (trousers) BUCKLE: for belt, wool, blue or green (coat)

Sales to Marine Corps Exchanges will be made at the regularly established price and without the addition of a 3 percent overhead charge.

2. Clothing sold to Marine Corps Exchanges and the funds derived therefrom shall be accounted for on an Abstract of Sales, Form NAVMC 138-SD. (See paragraph 54606). The sales slip supporting the abstract of sales shall be signed by the exchange officer and shall indicate that the merchandise is for authorized resale by the Marine Corps Exchange.

3. Marine Corps Exchanges shall limit the price markup on articles of uniform clothing purchased from the Supply Department to a maximum of 5 percent.

PART D: CLOTHING ISSUE AND ACCOUNTABILITY

FOR ENLISTED PERSONNEL OF THE ORGANIZED
MARINE CORPS RESERVE FURNISHED CLOTHING
UNDER THE IN-KIND CLOTHING ISSUE SYSTEM

52150 BASIC POLICY REGARDING CLOTHING ISSUES TO RESERVISTS

1. The procedure used for issuing and accounting for clothing of Marine Corps Reservists is, for the most part, entirely different from that used for personnel of the Regular Marine Corps. Because of this difference in accounting procedures, and in order to eliminate possible misunderstanding of methods used, this Part D of Chapter 52 is printed in italics and is applicable only to clothing issues and accountability for personnel of the Marine Corps Reserve.

2. Enlisted personnel of the Marine Corps Reserve (except reservists on active duty in excess of 6 months) assigned to or associated with an organized Marine Corps Reserve unit may be issued uniform clothing within allowances prescribed by the Annual Individual Clothing Regulations. Clothing so issued will be accounted for by means of individual clothing records, prepared and maintained in accordance with instructions contained in this Part D.

3. Articles of clothing determined to be fit for reissue will be accounted for by Marine Corps Reserve organizations by regular name and standard price, regardless of whether the articles are new, reprocessed or renovated. Any article of individual clothing invoiced to Marine Corps Reserve organizations, at other than the regular standard name and current price, shall be taken up and accounted for by the regular name and at the standard price of new articles. When authorized sales are made, or issue accomplished to enlisted men on a monetary allowance, only new clothing will be sold or issued.

4. Clothing of reservists assigned to active duty for a period in excess of 6 months will be issued and accounted for in accordance with regulations contained in Part E. 52151 PROCUREMENT BY INDIVIDUALS

1. Enlisted personnel requiring clothing shall submit a combined Individual Clothing Requisition and Clothing Issue Slip Form NAVMC 604-SD (Rev.), (Form NAVMC 604b-SD for women), to their commanding officer for approval and forwarding to the unit supply officer. (See figure 52-1.) In approving clothing requisitions, the commanding officer will be guided by instructions contained in paragraph 52152.

2. Enlisted personnel will be issued an initial allowance of clothing based on allowances prescribed in the Annual Individual Clothing Regulations. Issues, after the initial issue, will normally be on an exchange basis.

3. Clothing which is issued to replace articles avoidably lost or destroyed should be accounted for by cash sale to the individual, or by checkage sale.

4. A separate requisition in duplicate is required for each of the following categories:

1. The responsibility for approving individual clothing requisitions submitted by enlisted personnel rests directly upon their commanding officer. In approving individual requisitions commanding officers will assure themselves-- by clothing inspections and comparison with the individual clothing records--that the articles requisitioned are actually required and are within prescribed allowances. Approved requisitions will not be returned to the enlisted person, but will be turned over to the issuing officer by the commanding of ficer. When personnel request replacement, on other than a checkage or cash sales basis, of missing articles for which there is no acceptable explanation or articles which are unserviceable and have not been in the individual's possession long enough to become unserviceable through normal service use, a board of survey should be convened to determine responsibility, if any.

1. Issues of clothing to enlisted personnel will be witnessed by an officer other than the issuing officer or the commanding officer. If no other officer is available, the commanding officer may be the witnessing officer, or if the issuing officer and the commanding officer are one and the same individual, that officer may act as witnessing officer. When a noncommissioned officer is acting as commanding officer, issues shall be witnessed by a noncommissioned officer other than the one in command. The witnessing officer shall attest each issue as it is made by affixing his signature to the issue slip.

2. The witnessing officer shall carefully check the quantity of articles issued and the articles turned in as condemned and unfit for use to assure himself that the correct quantities of clothing are issued and recovered; that the exchanged articles warrant replacement; that issues are made in accordance with the type issue indicated on the requisition slip, and that the man is properly fitted. Any deductions in quantity on the approved issue slips, by reason of non-availability or for any other reasons, must be initialed by the witnessing officer. Clothing in excess of the amount on the approved requisitions shall not be issued. After issue is completed, both the original and copy of the issue slip shall be returned to the issuing officer.

3. The witnessing officer will require the enlisted person to sign a Request for Checkage, Form NAVMC 6--SD (Rev.), previously prepared by the organizational supply officer, to cover all articles for which checkage is indicated on the

1. Issuing officers shall make initial and no recovery clothing issues to enlisted personnel upon receipt of properly approved individual requisitions. If the issue involves an exchange, care will be exercised by both the witnessing and issuing officers to see that articles involving exchange are obviously unserviceable, that articles are being surrendered by the proper individual (which ordinarily may be ascertained by the comparison of sizes or clothing markings with that on the clothing slip) or that the exchange is on an otherwise authorized basis. In the event articles which are not unser_viceable or not otherwise authorized to be exchanged are presented, the commanding officer shall be advised promptly. All issues will be abstracted monthly and dropped from the property account, using the Abstract of Clothing Issued, Form NAVMC 575-SD, as the property accounting voucher. The original Form NAVMC 604-SD (Rev.) shall be filed with the retained copy of the abstract of issues, and the duplicate shall be disposed of as follows:

a. In the case of women members it shall be filed with the clothing record of the individual concerned.

b. In the case of male members, for issues affecting the quantity of clothing on charge to the individual, it shall be filed with the individual clothing record until the entry is made and attested, at which time it shall be destroyed. In the case of a replacement issue not affecting the "on hand" figure the clothing requisition will be filed with the individual clothing record. See paragraph 52156 for additional details.) The original requisitions shall be kept on file until disposition is authorized by a Supply Department Audit and Inventory Team.

52158 ISSUE BY CHECKAGE OR

CASH SALE

1. Replacement issues for articles of clothing avoidably lost or destroyed will normally be accomplished by cash sale or checkage of the individual's pay account. If the individual concerned does not effect purchase of the missing articles and declines to voluntarily consent to checkage for replacement issue, a board of survey will be requested to determine responsibility, if any, and recommend appropriate action. Attention is invited to the fact that checkage cannot be effected without consent of the individual concerned.

2. Cash sales shall be abstracted on Form NAVMC 138SD, in accordance with existing sales regulations. The duplicate NAVMC 604-SD (Rev.), shall be filed with the individ ual clothing record, Form NAVMC 631-SD (Rev.). The original NAVMC 604-SD (Rev.) shall be filed with the original sales slip, supporting the retained copy of Abstract of Sales, Form NAVMC 138-SD. These approved retained requisition slips constitute authority for making the sale of clothing to enlisted personnel authorized clothing under the in-kind issue system, and shall be held on file until disposition is authorized by a Supply Department Audit and Inventory Team.

3. Issues by checkage will be accomplished by means of a Request for Checkage, Form NAVMC 6-SD (Rev.). The original NAVMC 604-SD (Rev.) shall be filed with the re-. tained copy of the Request for Checkage and the duplicate filed

with the individual clothing record, Form NAVMC 631-SD (Rev.). (See figure 52-2).

4. The sale of all items of individual uniform clothing to members of the Organized Marine Corps Reserve is authorized. In approving such sales commanding officers shall assure themselves--by clothing inspections and by comparison of form NAVMC 604-SD, submitted by the individual, with the clothing record contained in the record book--that all articles to be sold are for the specific use of the individual concerned. 52159 DISPOSITION OF CLOTHING RECORD UPON SEPARATION

1. Except as otherwise provided in paragraph 52202, upon separation of an enlisted person from the Organized Marine Corps Reserve by reason of discharge, death, or transfer to another class of reserve, and following the action directed in paragraph 52160, the individual clothing record shall be forwarded with the service record book to the Commandant of the Marine Corps (Code DG), or to the Director of the Marine Corps Reserve and Recruitment District as appropriate. 52160

RECOVERY UPON SEPARATION

1. Upon separation of an enlisted person from the Organized Marine Corps Reserve by reason of discharge or transfer to another class, all uniform clothing except headgear, footwear and underwear on charge to them shall be recovered. Exceptions to this recovery action are made in the following cases of personnel who, although they may become affiliated with the Organized Marine Corps Reserve, do not receive an in-kind issue of the Organized Marine Corps Reserve allowance as provided for in the Annual Individual Clothing Regu lations:

a. Personnel who become affiliated with the Organized Marine Corps Reserve within three months after their last discharge or separation from extended active duty.

b. Reservists who have obligated service under the Universal Military Training and Service Act, as amended. These personnel are provided clothing while in an extended active duty status and are required to maintain such clothing during their entire tenure as obligators (see paragraph 52202 for additional particulars).

Recovered serviceable articles shall be taken up on the individual clothing account by certificate, renovated, laundered or dry cleaned, as necessary, and returned to stock for reissue. 2. Missing articles for which there is no acceptable explanation, and articles which the commanding officer determines unfit for reissue and which have not been in the man's possession long enough to become unserviceable through normal service use, shall be brought before a board of survey to determine responsibility, if any, unless the person concerned acknowledges responsibility and cons ents to checkage or pays in cash the value of the articles damaged or missing.

52161 CLOTHING FOR VOLUNTEER

RESERVISTS

1. The issue of uniform clothing to members of the Volun teer Marine Corps Reserve while in an inactive status is not authorized. However, Volunteer Marine Corps Reservists may purchase outer uniform clothing as authorized in paragraph

52112.
