REQUIREMENT: In recent years, the Board of Visitors to the United States Military Academy has recommended improvement in the athletic facilities at the Academy. A part of this need dates from the expansion of the Corps of Cadets in the mid-1960s and the relatively minor increase in athletic facilities included in the expansion program authorized and funded in previous budgets. The need has become more urgent in the last two years as a result of the admission of women and the requirement to provide facilities for the women's athletic program.

CURRENT SITUATION: Intercollegiate basketball is played in the Field House. This facility is unable to seat the full Corps of Cadets, their guests and other spectators. The only other basketball floor space is in the cadet gymnasium. During the winter months when all cadets are required to participate in intercollegiate, intramural or club level competition, the The space in the gymnasium is inadequate to meet current requirements. seating for intercollegiate events held in the gymnasium is very limited-almost nonexistent. in the Field House for other athletic activities such as volleyball, gymnastics, and wrestling in the winter, and baseball and lacrosse in the spring. These sports could become revenue producers. Smith Rink, the current ice hockey arena, is outmoded, difficult to maintain, and inadequate for spectators to view this major intercollegiate hockey program. The ice-making system is a patchwork of the 40-year old original equipment and replacement items. The structure has numerous structural deficiencies, and several serious violations of modern life safety codes. It would cost approximately $2 million to rehabilitate the existing building with the loss of approximately 500 of the present 1,500 seating capacity in order to meet modern life safety codes. The current seating capacity is only 1/3 of the Cadet Corps with no provision for guests or other spectators.

IMPACT IF NOT APPROVED: Scheduling of intercollegiate sporting events without spectator seating space will continue in some instances. The women's basketball team will practice on an undersized court and the athletic program will be hindered by inadequate space and by reduced

revenues.

ADDITIONAL: This project is being designed with solar energy as an additive alternate at a cost of $1,257,000.
