MILITARY CONSTRUCTION APPROPRIATIONS FOR 1980

INTRODUCTION

Parts I and II of the House Military Construction Appropriations Subcommittee hearings contain the justification materials submitted to the Congress in support of the President's request for military construction. Preceding the justification materials are the State List of proposed construction and a list of Active Force construction by type of activity, both prepared by the Department of Defense. In order to facilitate the location of various facilities, a series of maps of major military installations in the United States is included.

Each year the Defense Department submits two essentially similar requests to the Congress for the military construction program. These are the request for authorization, included here in the form of a legislative proposal transmitted to the Speaker of the House of Representatives, and the separate request for appropriations to fund the military construction program. There are minor differences between the two requests because not all appropriations require annual authorization (planning and design, access roads, and minor construction) and because certain projects were authorized in prior years but were not funded. Also, appropriations for construction at Army ammunition plants are contained in the Defense Appropriation Act but are authorized in the Military Construction Authorization Act. A reconciliation of the differences between the authorization and appropriation requests appears at the end of the State List.

The Department of Defense has submitted to the Congress a Military
Construction Authorization Bill for Fiscal Year 1980 totaling
$3,721,356,000 which requests new authorization in support of the Mili-
tary Departments, the Defense Agencies, the Guard and Reserve Forces,
and the Military Family Housing and Homeowners Assistance Program.

The fiscal year 1980 military construction program continues to
place emphasis on those facility requirements which are the most urgent
and necessary to maintain a high degree of readiness and mobilization
capability and to meet other high priority national requirements such
as energy conservation and pollution abatement.

The objective of the proposed new construction is to strengthen and
improve the combat readiness capabilities of military land, sea, and
air forces wherever they may be stationed and to provide them with the
modern facilities required to support their personnel and the advanced
weapons with which they are equipped. The projects for which authori-
zation is being requested are located at military installations in the
United States and overseas in the Caribbean, Europe, Pacific Islands,
Korea and Japan.

The following are details concerning the major elements contained in the fiscal year 1980 military construction program:
