10 DESCRIPTION OF PROPOSED CONSTRUCTION Land Acquisition, including real estate interests in fee or restrictive easements, to establish necessary expanded clear zones as part of the Air Installation Compatible Use Zone program within the Continental United States. Provides expanded clear zones extending to 3,000 feet from runway thresholds (at the ends of the runways) 11. REQUIREMENT: 191.4 Acres.

PROJECT: To acquire in fee or restrictive easement the necessary land interest for expanded clear zones at the ends of the runway. REQUIREMENT: As part of the Air Installation Compatible Use Zones (AICUZ) program, expanded clear zones have been delineated and identified for property rights acquisition to prevent development in this high accident potential area.

CURRENT SITUATION: Expanding developments accompanying recent population growth in urban areas have resulted in progressive encroachment upon Air Force installations. The Department of Defense is giving priority attention to protecting the operational capability of airfields by acquiring necessary interests in land around affected installations. When this program started, 64 of the 86 CONUS bases subject to AICUZ did not have expanded clear zones under Air Force control. Acquisition of clear zones at nine bases has been accomplished by 10 USC 2672 minor land acquisition authority. Of the remaining 55 bases, 44 are being accomplished from FY 1979 and prior programs. This request will satisfy expanded clear zone land requirements at one location in this program.

IMPACT IF NOT PROVIDED: Continued urban encroachment upon the base, which already has high accident and noise potential, will continue. This encroachment could result in curtailment or relocation of flying operations to installations where land use is controlled.
