Instructions Governing the Issuance,
Accounting, and Release of Books,
Supplies, and Equipment
to Trainees

INSTRUCTIONS NO. 133 REVISED, 1925, REHABILITATION DIVISION
UNITED STATES VETERANS' BUREAU.

The following instructions are hereby promulgated, effective July 1, 1925, for the observance of all bureau employees. There shall be no deviation from such policy except with the prior approval of central office. These instructions shall have the force of a general order, superseding and canceling Instructions No. 133, revised, of August, 1922, General Order No. 313, and all instructions in conflict herewith.

1. The regional offices shall provide a copy of these instructions to each training facility with which the bureau has a contractual agreement, under which material may be furnished trainees, or other agency which has a similar agreement with the bureau, and shall advise them relative to the purpose, intent, and limitations thereof.

2. The supply section of the regional office shall bring the property record of each trainee to a current basis and shall maintain that record in keeping with the policies set forth herein. All accounts existing prior to the effective date of these instructions (1925) shall be checked for compliance with instructions previously in force. Following the checking and any action necessary for compliance with such instructions, the final accounts shall be carried forward for continuation under instructions herein provided. If the allowance, as provided by these instructions (1925), has been equaled or exceeded through proper issuance in any individual case as governed by fiscal year allotment or total allotment, further material shall not be issued without the prior approval from central office. The individual trainee records shall be maintained as required by current property regulations. 3. All material issued to each trainee for the objective and type of training pursued (institutional, placement, or project) shall be charged against the authorized allowance according to the policy and provisions set forth herein. (See sec. E, Allowances.) Material which has been issued at any time contrary to the regulations applicable at the time of issuance shall be recovered immediately or reimbursement to the value thereof secured. NOTE 1.-The term "material" used herein refers to books, supplies, and equipment. The term "type of training" refers to institutional, placement or project, whichever is applicable.

SECTION A.-POLICY GOVERNING NEED FOR MATERIAL

(See sec. E for Allowances)

4. The bureau shall furnish trainees only such books, supplies, and equipment as are actually necessary and customarily required for purposes of training and not all the tools used in the trade or occupation. Such books, supplies, and equipment as are actually necessary for training purposes must be furnished during the training period. No books, supplies, or equipment shall be purchased for any trainee subsequent to the date of rehabilitation. The amounts authorized herein represent the maximum allowance and should be expended only in the exceptional case. Only such books, supplies, and equipment shall be provided as are customarily required by the training facility to be personally owned and continuously maintained by every person pursuing the same course of training in that facility. The bureau is without legal authority to furnish material not required for training but desired for employment after rehabilitation, consequently all requisitions received within the last two months of the training period shall be checked with special care to determine the actual need for training purposes.

5. Each rehabilitation assistant supervising trainees shall compile, in connection with the individual training program of each trainee, a complete list of all books, supplies, and equipment required for the pursuit of the prescribed course of training to its conclusion. In those cases where the trainees have completed a portion of their training before such list is compiled the rehabilitation assistant shall designate the material required for the completion of the prescribed course. In cases of new inductions or changes of objective the lists shall be prepared immediately upon the preparation and approval of the individual training programs. Copy of these lists or any subsequent lists, upon the approval of the regional chief of rehabilitation, will be submitted to the property custodian of the regional office as a basis for retaining such of the material on hand as will be needed for the completion of the prescribed courses of training. (See par. 17.)

6. When trainees are pursuing an authorized course which involves training under two or more allied occupations or trades, e. g., watch repairing and engraving, and equipment is listed for each objective, the total expenditure or issuance shall not exceed the sum designated as the maximum allowance for one of the objectives, whichever is the larger amount. (See sec. E.)

7. When a trainee pursues both institutional and placement training at the same time, the amount specified for the major type of training may be allowed. (See sec. E.)

8. Trainees pursuing correspondence courses only, may be furnished supplies not to exceed the amount set forth by the correspondence institution as necessary and required for training in the prescribed course.

9. An institution having a contract providing that the institution may furnish instructional books, supplies, and equipment may provide, in accord with the procedure set forth in paragraph 22 of these instructions, only such books, supplies, and equipment as the responsible officer of the institution certifies to on the prescribed requisition form and in compliance with current property regulations as follows:

10. Blind trainees whose education is sufficient to render feasible courses in Braille and touch typewriting may be furnished with a Hall-Braille writer and typewriter. One or both may be released to the trainee upon completion of the prescribed course, in accordance with provisions of paragraph 32 hereof, provided the officer supervising the man declares in writing that the trainee has reached a sufficient degree of proficiency, and that he will need and use one or both of these machines in his work. These supplies shall be in addition to any supplies authorized for the trainee in his employment objective.

11. Protective clothing shall not be furnished without the prior approval of central office, except when authorized by "Exhibits" included in these instructions.

12. Instructional material shall be issued only at the time required for use; however, the requisitions shall be made sufficiently in advance of the date the material is required to insure that the material will be available for issue to the trainees two weeks prior to the date on which it will be required for use.

13. A brief case or other appropriate carrying device may be loaned to a trainee only under the following conditions:

(a) When the trainee is a major amputation case or when the degree of disability, supported by statement from a medical officer, makes it practically impossible for him to carry books, etc., without a carrying case or device;

(b) When request is made over the signature of the chief, rehabilitation division of the regional office; and

(c) Prior authority is secured from chief, rehabilitation division, central office.

14. Before issuing any material to a trainee, the following conditions shall be adhered to:

(a) The employment objective shall be definitely established and recorded;

(b) The maximum allowance for the objective and type of training being pursued, and for which the material is required, shall not be exceeded (see sec. E);

(c) Only such material as is definitely required of every person pursuing the same training in the same training facility and not furnished by the facility shall be provided; requisitions shall not be accepted without the certification of the requirements by the training facility; and

(d) The material shall not be issued to the trainee more than two weeks in advance of the date required for instructional purposes and as required by the individual training program.

15. If it becomes necessary in individual cases to furnish books, supplies, and equipment in excess of the amounts authorized herein, a requisition and letter giving the information called for below shall be prepared and signed by the chief, regional rehabilitation division, and forwarded in the usual manner to central office for approval by the chief, rehabilitation division. (When the information called for herein is not submitted, the requisition will be returned to the office submitting same for compliance with these instructions.) (a) Name of trainee, and C number;

(b) Definite employment objective, set forth in terms which will clearly indicate nature of the con-
templated employment;

(c) Name and address of the facility and nature of business with which the trainee is in training;
(d) Copy of individual training program and reasons necessitating the furnishing of additional equip-
ment;

(e) An itemized list of the material required, showing the cost of each item and the catalogue number
and name or other identification;

(f) An itemized list of all equipment, books, and supplies previously furnished the trainee in the same objective, including cost of each item;

(g) Statement from the training facility showing whether each item requested is customarily required by that facility to be continuously in the individual possession of every person taking the same training, or is furnished by the facility;

(h) Statement of existing contractual agreement with the facility with reference to provisions for furnishing supplies; and

(i) Statement as to whether material is available from stock on hand.

SECTION B.-PROCUREMENT AND ISSUANCE OF MATERIAL

Books,

16. The supply section, regional office, is responsible for the maintenance of trainees' supply records. supplies, and equipment issued by the supply section for trainees are to be issued upon the authorization of the chief, rehabilitation division. In no event shall the supply section issue books, supplies, and equipment in excess of the limitations set forth in these instructions, except on proper authorization of chief, rehabilitation division, central office, for the increased amount, and authority from the supply service, central office, for the procurement if the material is not already on hand. When the chief of the supply section, regional office, believes that there is either duplication or error in the requisition, he shall be held responsible for calling the attention of the rehabilitation division, regional office, to such apparent duplication or error for appropriate action before acting on the requisition.

17. Books, supplies, and equipment shall not be purchased until the available supply on hand is exhausted, or authority is granted by central office for such purchase. In case circumstances arise which could not be foreseen sufficiently in advance to submit requisitions to central office for approval without causing a material delay in training, the regional manager may authorize the procurement of the material, and in case such action is taken it is required that the chief, rehabilitation division, and the chief, supply section, forward to central office immediately for attention of rehabilitation and supply divisions, a statement indicating the exact situation which necessitated the action. (The foregoing does not apply to situations involving amounts in excess of those authorized by these instructions.)

18. Books, supplies, and equipment allowed by these instructions shall be obtained only by the procedure set forth in current bureau issues. When material is required for more than one trainee at the same time for purpose of immediate delivery to trainees concerned, the material may be procured in the same manner as in
