FEBRUARY 12, 1919.

The practice of addressing inquiries to individual employees in the bureau, or for their attention, will be discouraged, and the furnishing of information by employees in response to inquiries not arising in the regular course of business should be discontinued.

Requests for information, no matter from what source they are received by employees, should be referred by memorandum to the chief of the division, unless obviously urgent attention is required, in which event they should be referred to the director for such action as he deems necessary.

PREVENTING THE SPREAD OF SMALLPOX

FEBRUARY 12, 1919.

The communication quoted below was received from the health officer of the District of Columbia: Smallpox is unduly prevalent in the District of Columbia at the present time. Nineteen cases have been discovered since January 20 last. The disease is scattered over various sections of the city and is not confined to any one locality. While there is no cause for alarm, the situation is sufficiently serious to justify the adoption of active protective measures to prevent the further spread of the disease. In establishments where large numbers of persons are employed, it is possible that the disease may make its appearance at any time, and should it do so might seriously interfere with the proper conduct of the business and possibly entail a financial loss.

The health department is therefore asking your cooperation in its efforts to stamp out the disease by urging your employees to be vaccinated without delay. Vaccine material for the purpose will be furnished without cost if arrangements will be made by you for the service of some responsible physician to do the work. Successful vaccination is a certain protection against smallpox. The department will be glad to render such assistance as it can with the limited funds and force at its disposal. The director requests the cooperation of the employees of the bureau in preventing the spread of the disease and earnestly recommends that to protect themselves and their fellow employees, they be vaccinated at the earliest opportunity. PREVENTING THE SPREAD OF SMALLPOX

APRIL 9, 1920.

As there are at present many cases of smallpox scattered throughout the city and as one case has occurred among employees of this bureau, it may be presumed that all employees have been more or less exposed to this disease.

It is, therefore, highly desirable that all persons who have not been successfully vaccinated within the last two years, should be vaccinated at this time."

To facilitate such treatment, the United States Public Health Service has an officer on duty in the relief room on the eleventh floor, who will vaccinate any employee upon request. It is urged that all who have not been recently vaccinated, avail themselves of this opportunity and see the officer mentioned above without delay. (Amends Bulletin No. 2.)

PRECAUTIONARY MEASURES AGAINST SPREADING OF SMALLPOX

MAY 22, 1920.

Every employee of this bureau who has been exposed to the infection of smallpox will submit to vaccination or produce a certificate of immunity setting forth

A. Successful vaccination within the past two years.

B. Certificate from State or municipal board of health showing that the employee has had smallpox. Employees who have been exposed to the infection of smallpox and who are unable to furnish either certificate A or B will comply with one of the following options:

(a) Vaccination by medical officer in charge of the relief room of the bureau. This will be performed free of charge.

(b) Immediate vaccination by a private physician, in which event employee will present certificate of successful vaccination.

(c) Exclusion from all offices occupied by the Bureau of War Risk Insurance for a period of 14 days without pay. Upon completion of the period of exclusion employee will be examined by the sanitary inspector.

The decision as to exposure to the infection of smallpox and of successful vaccination will rest with the chief medical advisor.

The director regrets the necessity of enforcing what might be considered a drastic precautionary measure. His responsibility for the health of the employees of this bureau, as well as his duty to the community at large,

renders it imperative that he neglect no measure which will prevent the spread of smallpox. These duties and responsibilities are shared by every employee of the bureau, and that hearty cooperation which has characterized the entire War Risk Insurance personnel in the past makes certain its continuance in the future in carrying out and observing these simple rules, which will work a hardship on no one and which will be the means of preventing sickness, disfigurement, and perhaps death.

PRECAUTIONARY MEASURES AGAINST SPREADING OF SMALLPOX

JUNE 12, 1920.

Bulletin No. 2-B on this subject, issued and made effective May 22, 1920, is hereby amended, as to subparagraph (c), as follows:

(c) Exclusion from all offices occupied by the Bureau of War Risk Insurance for a period of 14 days. This time will be approved as sick leave, provided the 14 days plus any other sick leave already charged against the employee does not exceed the maximum statutory sick leave. Otherwise, at the option of the employee, the time will be charged against any annual leave accrued or to become due; or as leave without pay. Upon the completion of the period of exclusion, the employee will be examined by the sanitary inspector. R. G. CHOLMELEY-JONES, Director.

POLICY OF THE BUREAU AS TO TRANSFER OF CLERKS TO OTHER DIVISIONS

To the Employees of the Allotment and Allowance Division:

FEBRUARY 20, 1919.

In order that the important work of the allotment and allowance division may not be interrupted at a time when every effort must be made to adjust the numerous cases and answer the inquiries thereon, it will be impossible at this time to grant transfers to other divisions of the bureau. The allotment and allowance division needs every competent and efficient member now on its rolls, and inasmuch as the primary object of the bureau is to serve the public, our policy must be developed on this basis.

In this connection, however, I desire to inform you that when the time comes for a reduction in the personnel of the allotment and allowance division, those employees who are most efficient will be transferred to other divisions of the bureau, where they will be given the same opportunity to demonstrate their value to the service as if they were transferred now.

Any employee of this division may be assured of continued employment in the bureau if his or her work from day to day is of the high standard that is being set throughout the bureau. Permanent employment depends on the individual's own efforts, and upon nothing else.

When the time comes, all transfers will be determined solely from the standpoint of the individual employee's value to the bureau as a whole, and not from the desire of an employee to be transferred to other work. I am sure you will concur in this policy and continue to work for the best interest of the bureau.

OFFICERS OF PERSONNEL DIVISION

There has been established in the Bureau of War Risk Insurance a division known as the personnel division. Maj. O. C. Lloyd has been designated as chief, and Mr. E. D. Batchelder has been designated as assistant chief, of the personnel division. HENRY D. LINDSLEY, Director.

APRIL 15, 1919.

The following positions are hereby established in the Bureau of War Risk Insurance to more effectively perform the work of the personnel division:

1. There shall be attached to the office of the chief of the personnel division, an assistant whose principal duties will be the following:

(a) The investigation of special cases that may arise from time to time concerning the employees of the
bureau.
(b) To receive the reports of sickness from the divisions and conduct the official visitation of the sick.
(c) To make available for employees of the bureau, the existing facilities for recreation and athletics
operated by the war camp community service and the Government recreation league, which
organizations are approved. It is not intended, however, to duplicate any existing or create
any additional recreation facilities.

(d) To preside at meetings of assistants to division personnel officers called by the chief of the personnel
division for the purpose of securing cooperation and uniformity of action. The said assistant
to the chief of the personnel division shall not, however, have any jurisdiction over the assist-
ants to the division personnel officers.

(e) The performance of such other duties as the chief of the personnel division may require.

2. There shall be attached to each division personnel officer an assistant whose principal duties will be the following:

(a) The welcoming of new employees.

(b) Consulting with and advising any employees in the division who may desire confidential advice.
(c) The investigation of unexplained absences of employees in the division

(d) The supervision of informal visitation of the sick by volunteer committees of the division.
(e) To give general publicity in the division of the opportunities existing in Washington for recreation
and athletics.

(f) To keep informed on the general working conditions in the division, which might affect the health,
comfort and morale of the employees.

(g) To promote the morale, loyalty and cooperation among employees.

In forwarding memoranda, etc., under clip, or even with pin, there is always the chance that valuable material will become lost; it is also a fact that many memoranda fail to reach proper destination because of faulty address.

To overcome these defects, there has been provided a supply of local forwarding envelopes; and below is an illustration (reduced size) of the face of this new form. Each division should make requisition immediately from Mr. Smith, in charge of printing and supplies, for a supply of these local forwarding envelopes which are to be used in connection with within-building mail only. JULY 25, 1919.

On July 25 the compensation and insurance payments section of the accounting division was transferred to the compensation and insurance claims division under the jurisdiction of Assistant Director R. H. Hallett.

The bookkeeping section of the accounting division is hereby placed under the jurisdiction of Assistant Director G. E. Ijams.

The balance of the accounting division is transferred, effective July 28, 1919, to the allotment and allowance division, the two divisions being merged into one, namely, the allotment and allowance division.

Mr. David B. Karrick who has been acting assistant director in charge of the allotment and allowance division, the receipt and disbursement division, accounting division, and special service section, is hereby appointed assistant director in charge of the allotment and allowance division, the receipt and disbursement division, and the special service section.
