REORGANIZATION SUBCOMMITTEE

OF THE COMMITTEE ON GOVERNMENT OPERATIONS,

Washington, D.C. The subcommittee met at 10:15 a.m. in room 2154, Rayburn House Office Building, Hon. John A. Blatnik (chairman of the subcommittee) presiding.

Present: Representatives John A. Blatnik, Chet Holifield, Henry S. Reuss, Benjamin S. Rosenthal, John N. Erlenborn, Clarence J. Brown, Jr., and Jack Edwards.

Álso present: Representatives William L. Dawson, chairman, Committee on Government Operations, and Florence P. Dwyer, ranking minority member, Committee on Government Operations.

Staff members present: Elmer W. Henderson, subcommittee counsel; James A. Lanigan, general counsel, Committee on Government Operations; J. P. Carlson, minority counsel; and William H. Copenhaver, minority professional staff.

Chairman BLATNIK. The Executive and Legislative Reorganization Subcommittee of the Committee on Government Operations will come to order.

This morning we begin our hearings on President Johnson's Reorganization Plan No. 3 of 1967, transmitted to Congress on June 1. The plan will abolish the three-man Board of Commissioners for the District of Columbia and create a single Commissioner in its place. It will also establish a nine-member District Council to be appointed by the President. The Council will have certain ordinance-making and regulatory powers now in the hands of the Commissioners.

Under the Reorganization Act of 1949, unless a disapproval resolution is passed by either the House or the Senate within 60 days-in brief, unless either the House or Senate rejects or disapproves of the reorganization plan within 60 days-the plan will become law.

The Rules of the House provide that all reorganization plans are referred to the Committee on Government Operations for study and recommendation. The purpose of these hearings is to make available and to provide members of this committee and citizens and the Congress with the necessary information, both pro and con, to enable us to reach a wise decision.

Members of the subcommittee have been furnished a folder containing the plan, an analysis prepared by the staff, and other data supplied by the Bureau of the Budget and the Commissioners of the District.
